About this opportunity

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center, Jacksonville, Florida is issuing a Sources Sought Notice to identify qualified small business contractors capable of leasing and maintaining washers and dryers at Naval Submarine Base Kings Bay, Georgia. This is market research for a potential firm-fixed-price contract under NAICS Code 532210 (Consumer Electronics and Appliances Rental) with Product Service Code W072. The contractor must demonstrate rapid gate access capabilities for military installations and provide equipment maintenance during standard business hours (7:30 AM to 3:30 PM, Monday through Friday, excluding federal holidays) with repair response within three working days. Key performance requirements include maintaining 95% minimum equipment availability across all sites, documenting all service activities through monthly electronic logs, and achieving 100% accuracy on deliverables and invoicing. The Quality Assurance Surveillance Plan will evaluate contractors based on equipment availability rates exceeding 95%, contractor response time compliance, and an overall satisfactory performance rating. Responses to this Sources Sought Notice must be submitted by April 3, 2026, and should not exceed five pages with 12-point minimum font size.

This procurement is designated as a Total Small Business set-aside, limiting competition to SBA-certified small business concerns. The contract will involve providing 73 commercial top-loading washers and 132 stacked electric dryers (66 pairs) distributed across four buildings at the Kings Bay facility, with all equipment specified to include parts, labor, materials, and transportation. The contractor must complete equipment delivery and installation within a 15-calendar-day phase-in period and maintain operational equipment throughout the contract performance period, with a seven-calendar-day phase-out period for disconnection and removal at contract end. While no specific contract value is disclosed in this Sources Sought Notice, the scope encompasses comprehensive lease and maintenance services with the Government furnishing only utilities and facility locations. No reimbursement will be provided for costs associated with submitting responses to this notice, and telephone calls regarding this opportunity are not permitted.
