About this file

This document is a Questions and Answers (Q&A) file for a federal contract opportunity concerning commercial laundry equipment lease and maintenance services at a military installation (Kings Bay).

The requirement involves leasing and maintaining 73 top-load washers and 68 stacked dryer units (136 individual dryers) across four buildings (1041, 1053, 1068, 1070). Equipment specifications require commercial-grade washers with 3.19 cubic-foot capacity, 710 RPM spin speed, 27.9 gallons water consumption per cycle, and a modified energy factor of 8.8 gal/ft³; dryers must provide 5.75 cubic-foot minimum capacity per compartment. The PWS specifies standard commercial motor sizes (0.5 HP, not 150 HP as initially listed—a typographical error). While ENERGY STAR certification is not mandatory, equipment must meet Department of Energy energy conservation standards. Washers must operate without lid locks and use non-High Efficiency detergent. All units must be no older than four years as of the December 15, 2026 performance start date and must be 100% contractor-owned and maintained. The contract is a Firm Fixed Price arrangement with a 30-calendar-day phase-in period from contract award for delivery, installation, testing, and full operation.

Service requirements include acknowledging trouble calls within two business days, conducting on-site diagnostic inspections and initiating troubleshooting within five business days of COR notification, and maintaining 95% minimum operational availability calculated separately for washers and dryers across all sites. Contractors must provide weekly building exhaust duct cleaning semi-annually to prevent lint buildup and fire hazards. The base period covers 12 months, with four 12-month option years and a six-month extension option. Installation, delivery, removal at contract end, preventive maintenance, parts, and replacement costs must be included in the firm-fixed monthly pricing. Pricing should assume the stated quantities throughout, with any increases or decreases requiring formal contract modifications. The anticipated award date precedes the December 15, 2026 performance start. The incumbent contract (N68836-23-P-0130) is ongoing, and equipment transition will be coordinated on a building-by-building schedule to maintain continuous laundry services during the phase-in/phase-out period.

No. Question Answer

PWS page 5, section 2.3.1(b)-(c), lists a washer motor of 150 HP and a modified energy factor of 8.8 gal/ft3. What motor rating and efficiency measure, value, and units should we use? We understand the other stated size and ENERGY STAR requirements still apply.

Standard commercial washer motor sizes (1/2 HP) are applicable.

RFQ Section B, pages 3–4, gives paired lines 0001/0002, 1001/1002, and the later option pairs the same washer/dryer lease and maintenance description, each for 12 months. What work or equipment should be priced under each line so we do not count the same cost twice?

Refer to revised CLIN description in Amendment 0001. Please refer to Revised PWS attached with Amendment 0001.

Equipment compatibility (PWS pp. 4–6, §§2.3–2.4.1, Tables 1–2): Please confirm that ENERGY STAR certification is required for both commercial top-load washers and commercial electric stacked dryers. For washers, must certification be met simultaneously with the no-lid-lock and non-HE-detergent requirements? Please identify any known compliant models or clarify which specifications will be revised if these requirements cannot be met together.

ENERGY STAR certification is not required. The PWS requires washers to have no lid lock (Table 1(f)) and use non- High Efficiency (HE) detergent (Table 1(h)). Example models would include Speed Queen military use models, such as LWN432SP115TW01. Please see Revised PWS.

Washer specifications (PWS p. 5, §2.3.1, Table 1(b)–(c)): Please confirm the intended motor horsepower and correct energy-efficiency metric, value and units. The table currently specifies “150 HP” and “modified energy factor of 8.8 gal/ft3.” Are the stated capacity, spin speed and water consumption exact requirements or minimum/maximum thresholds?

The stated capacity, spin speed, and water consumptions are minimum thresholds. Please refer to Revised PWS.

Pricing schedule (RFQ pp. 3–4, Section B): CLINs 0001/0002 and each corresponding option pair have identical descriptions. Please explain the required allocation of equipment and services between the paired CLINs.

Please refer to revised CLIN description in Amendment 0001

Repair response (PWS p. 7, §3.1; p. 8, §3.4.2; p. 12, §8.2.1): Please reconcile the seven-calendar-day response requirement with initiation of repairs within three working days and the QASP’s three-business-day standard. Which requirement governs, and what constitutes a qualifying response?

The Contractor shall acknowledge receipt of the trouble call within two (2) business days. Following acknowledgment, the Contractor shall conduct an on-site diagnostic inspection and initiate troubleshooting within five (5) business days of the initial COR notification. Please refer to Revised PWS

Availability (PWS p. 6, §2.6; p. 12, §8.2.1): Is the required threshold at least 95% or greater than 95%? Please confirm whether availability is calculated separately for washers and stacked dryers, whether dryer availability is measured by individual drum or complete stack, and how partial units are rounded.

The availability threshold is a minimum of 95% (greater than or equal to 95%). Availability is calculated separately for washers and stacked dryers based on the grand total across all sites. Dryers are counted as 132 individual dryers configured as 68 stacked units (PWS 2.8.2 Table 5).

Phase-in (PWS p. 3, §1.6.3): The phase-in begins three calendar days after award.

What is the required completion deadline for installation, testing and full operation relative to award and the December 15, 2026 performance start?

Phase-in period will begin on contract award date. Please refer to Revised PWS

Insurance (RFQ p. 18, FAR 52.228-5): Please specify the required insurance coverage types, minimum limits and any endorsements applicable to the prime contractor and onsite subcontractors.

Please refer to FAR Part 28.3

Quantities (PWS p. 2, §1.4; p. 7, §§2.8.1–2.8.2): Should pricing assume 73 washers and 66 stacked dryer units throughout the base period? Please identify any minimum guaranteed quantity or payment and the pricing method for quantity increases or decreases.

Yes, pricing should assume 73 washers and 68 stacked dryer units (136 individual dryers) as specified in PWS Sections

2.8.1 and 2.8.2.

Any increases or decreases in quantities will require a contract modification as per PWS Section 1.4.

RFQ Section B, pp. 3-4: What distinguishes CLIN 0001 from CLIN 0002 (and x001 from x002 in each option period)? Is the split washers versus dryers, and should the monthly price be allocated by equipment type?

Please refer to the revised CLIN description in Amendment 0001.

PWS 2.8.2: Please confirm the requirement is 132 individual dryers configured as 66 dryer-over-dryer stacked units, in addition to 73 top-load washers.

PWS Section 2.8.2 Table 5 explicitly states: '136 Dryers = (68 Stacked Dryers)' in addition to the 73 top-load washers in Table 4. Please refer to Revised PWS.

PWS 2.3.1(b)-(c), Table 1: Are the listed washer values (drum volume, RPM/G-force, water use per cycle, modified energy factor) exact requirements or minimums/maximums? The "motor size 150 HP" entry appears to be a typographical error; please provide the intended value. Please also clarify the reference to "Section 5.1(d)" and the mention of front-load washer doors in PWS 3.3.2, given that top-load washers are required.

The values listed in Table 1 should be interpreted as minimum performance thresholds (for capacities and efficiencies) and maximum physical constraints (for dimensions), rather than exact requirements. Please refer to Revised PWS

PWS 3.1 vs. PWS 3.4.2 and the QASP: PWS 3.1 states a response within 7 calendar days, while PWS 3.4.2 and the QASP state repairs initiated within 3 working days. Which standard governs?

The Contractor shall acknowledge receipt of the trouble call within two (2) business days. Following acknowledgment, the Contractor shall conduct an on-site diagnostic inspection and initiate troubleshooting within five (5) business days of the initial COR notification. This is consistent in PWS 3.1 and the QASP. Please refer to Revised PWS

PWS 2.2.1 and Table 2: Please confirm the dryer power cord/receptacle configuration (3-prong or 4-prong) for each building (1041, 1053, 1068, 1070), and that washers are 120 V.

Confirmed. Per PWS Section 2.2.1, Buildings 1041, 1053, and 1070 use a 3-prong power cord, and Building 1068 uses a 4-prong power cord. Washers are 120 V single-phase (PWS Table 1(a)).

Section L, Volume II: Do equipment specification sheets count toward the 5-page limit? The number of pages has been increased to 10 for Volume II Technical Capability. Refer to Amendment 0001.

Is equipment from a prior contract currently installed (prior dryer award N6883623P0130 appears to have ended 14 August 2026)? Will existing machines be removed before 15 December 2026, and how will phase-in be coordinated with any phase-out?

Contract N68836-23-P-0130 is on going. Please refer to the PWS.

FAR 52.219-14: For the limitation on subcontracting, will amounts paid to a supplier to purchase or lease the equipment be counted as subcontracted amounts?

Contact your local Small Business Administration Representative.

PWS 1.4: If units are added or removed during performance, how will pricing be adjusted (e.g., per-unit monthly rates by modification)?

Per PWS Section 1.4, any quantity fluctuations (additions or removals of leased appliances) will require a formal contract modification. The PWS does not specify the exact pricing formula (e.g., per-unit monthly rate), which would be governed by the pricing terms of the contract.

Are refurbished units that are no older than 4 years acceptable, and is age measured from the date of manufacture?

Per PWS Section 2.2.1, 2.3, and 2.4, washers and stacked dryers must be in good working order and 'no older than 4 years.' The PWS does not explicitly restrict refurbished units, provided they meet these criteria. Age is typically measured from the date of manufacture. Please refer to Revised PWS.

Equipment specifications: Will equivalent commercial equipment be accepted when the PWS specifies unusual performance figures, no lid lock, and ENERGY STAR certification?

Yes, equivalent commercial-grade equipment will be accepted, provided it meets the core performance thresholds, safety criteria, and ENERGY STAR energy-efficiency standards. Please refer to Revised PWS.

Installation timeline: How many calendar days will the contractor have to complete delivery and installation of all 139 appliances?

The Awardee Contractor will have thirty (30) calendar-days from the award of the contract as a phase-in period to deliver, install, connect, troubleshoot, and make fully operational all contractor-owned washers and stacked dryers installed in selected facilities. Please refer to Revised PWS.

Incumbent transition: Will the existing contractor remove its equipment before the new contractor begins installation?

"No. To maintain laundry services for base personnel, the existing contractor will not remove all equipment simultaneously prior to the incoming contractor arriving on site.

The Government will coordinate a phased, rolling transition between the incoming and outgoing contractors during the overlapping phase-in/phase-out window. Removal and installation will occur on a building-by-building schedule to ensure minimally interrupted laundry availability."

Repair response: Does the three-working-day repair initiation requirement take precedence over the seven-calendar-day response language?

The Contractor shall acknowledge receipt of the trouble call within two (2) business days. Following acknowledgment, the Contractor shall conduct an on-site diagnostic inspection and initiate troubleshooting within five (5) business days of the initial COR notification. Please refer to Revised PWS.

Lease arrangements: May the prime contractor lease equipment from a commercial supplier and provide the required services through a subcontractor?

Please refer to the subcontracting clauses in the solicitation.

Equipment ownership: Are the 73 washers and 66 stacked dryer assemblies entirely contractor-owned, or is any Government-owned equipment included in the maintenance requirement?

No, there is no Government-owned equipment included in the maintenance requirement. All 73 washers and 68 stacked dryer assemblies (136 individual drums) are 100% contractor-owned, leased, and maintained.

Payment: Will the Government pay a fixed monthly lease-and-maintenance amount throughout each performance period?

This will be a Firm Fixed Price contract. See CLIN Structure.

May a similarly situated small-business subcontractor own, install and maintain the machines while a company manages the prime contract? How should rental and maintenance payments be treated for the workshare calculation?

Please refer to the subcontracting clauses in the solicitation.

Does a company itself need a current NIST/SPRS assessment for this work under 252.204-7012 and 252.240-7997? What covered information would we receive or handle?

Please refer to DFARS 252.204-7012 and DFARS 252.240-7997.

What amount or evidence must the financial-institution letter support? Could committed provider equipment/credit support a companys financial resources, documented by our financial institution?

Financial Letter. A letter from the Quoter's financial institution that indicates that the Quoter has adequate financial resources to perform the contract.

Which repair response time controls: seven calendar days in PWS 3.1 or three working days in 3.4.2?

The Contractor shall acknowledge receipt of the trouble call within two (2) business days. Following acknowledgment, the Contractor shall conduct an on-site diagnostic inspection and initiate troubleshooting within five (5) business days of the initial COR notification. Please refer to Revised PWS
