About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10 is seeking contractors to provide Durable Medical Equipment (DME) delivery, storage, and maintenance services for veterans across Indiana and Michigan. The procurement covers comprehensive DME services including delivery, setup, repair, patient education, storage, maintenance, cleaning, refurbishment, and pickup of government-owned medical equipment such as hospital beds, wheelchairs, and patient lifts directly to veterans' homes. Contractors must maintain storage facilities of 3,500-4,500 square feet per geographic area, have ATP-certified technicians available, respond to routine deliveries within 2 business days and emergency deliveries within 4 hours, and follow Joint Commission standards. The evaluation will assess management approach, technical capability, past performance, and price. Following Amendment 0002, questions were due January 13, 2025, and proposals are due January 23, 2025 at 10:00 AM EST.

This solicitation has no set-aside designation and will result in multiple awards of two separate Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts - one covering Indiana VAMCs and one covering Michigan VAMCs. The total maximum contract value is $16.9 million, with each geographic area not to exceed $8.45 million, while maintaining a guaranteed minimum of $2,500 per fiscal year for each contract. Each contract includes a one-year base period with four one-year option periods, potentially extending through December 2029. Services will be performed across six VA medical facilities in Indiana and Michigan, with contractors required to serve veterans in their homes throughout these states. The contracts will operate under NAICS code 532283 (Home Health Equipment Rental) with a small business size standard of $41 million, and payments will be processed via Government Purchase Card.
