About this file

This is an amendment (0002) to solicitation 36C25025R0036 containing questions and answers for a Department of Veterans Affairs solicitation for Durable Medical Equipment (DME) services in VISN 10 Indiana and Michigan. The amendment clarifies that the total contract value is $16.9 million, with two geographic areas (green and yellow) not to exceed $8.45 million each. This will be a multi-award (2) contract with individual task orders funded annually.

Key clarifications include: delivery/pickup must be completed within two working days for stock items; contractors must pass government background checks to work in veterans' homes; emergency rates apply for after-hours, weekend, and holiday service; permanent installation of items like grab bars is excluded; repairs of stair lifts, porch lifts, and vehicle lifts are included even if not installed by the contractor; and only the VA can determine emergency repair status. The contract includes a 90-day implementation period for the new contractor to become operational.

36C25025R0036 Question and Responses

Question 1: We noticed that in Section B.3 at the bottom of Page 7, there is bold text that for the most part replicates the text in Section B.4 regarding maximum contract value. What is the correct maximum contract value; $16,900,000.00 or $5,750,000.00

Answer 1: $16,900,000.00; the correct version of the solicitation has been posted as ‘S02 – 36C25025R0036 Document 12.31.24.’ The maximum total value of the contract, inclusive of the base year and all options exercised, shall not exceed $16,900,000.00. This contract is anticipated to be a multi (2) award. Individual task orders will be funded annually. Each geographic area shall not exceed $8,450,000.00 each (green and yellow).

Question 2: Receiving the correct information as soon as possible is very important in order to formulate our response. We're currently working on a proposal for the solicitation referenced above and noticed that the first page is blank for document 36C25025R0036.docx. Could you please clarify if this is intentional or if there should be information included on that page?

Answer 2: The correct version of the solicitation has been posted as ‘S02 – 36C25025R0036 Document 12.31.24.’ posted on 01/03/2025. In addition, amendment 36C25025R0036 0001 was posted on 01/06/2025.

Question 3: Following up on my previous question, I've also noticed that the "Line Items Template" is missing several descriptions for option year 4. Could you please clarify if this was intentional as well?

Answer 3: All descriptions are present on the ‘S02 – 36C25025R0036 Line Items Template’ Excel document.

Question 4: B.4 PRICE/COST SCHEDULE - The maximum total value of the contract, inclusive of the base year and all options exercised, shall not exceed $5,750,000.00 for each geographic location, but yet the maximum total value of the contract, inclusive of the base year and all options exercised, shall not exceed $16,900,000.00. Which of these maximum total values are correct since the geographic location values do not seem to add up to the total value of the contract?

Answer 4: $16,900.00; the correct version of the solicitation has been posted as ‘S02 – 36C25025R0036 Document 12.31.24’ posted on 01/03/2025. The maximum total value of the contract, inclusive of the base year and all options exercised, shall not exceed $16,900,000.00. This contract is anticipated to be a multi (2) award. Individual task orders will be funded annually. Individual task orders will be funded annually. Each geographic area shall not exceed $8,450,000.00 each (green and yellow).

Question 5: 3.1.1 The delivery/pickup shall be accomplished within two working days of the VA order being placed. Is this requirement only for stock items? Does the two working days apply once again after non-stock items are received via drop shipment?

Answer 5: Yes - the two working day delivery timeframe applies to stock items. Once a non-stock item is received in the warehouse the two working day timeline is applicable.

Question 6: 3.3.2 In the event that the VA instructs a contractor to make a delivery, repair, or pick up after hours, on weekends, or on federal holidays, emergency rates will apply. Will all these services be billed under Item Number 0003, Emergency Delivery?

Answer 6: CLIN 0003 (Emergency CLIN) is to be used in conjunction with the appropriate delivery CLIN (CLIN 0001 or CLIN 0002) for the item being delivered specifically when the VA sends over a request for an Emergency delivery.

Question 7: 3.4.5 The contractor shall install equipment as instructed by the Chief of PSAS, or his/her designee. Can the Chief of PSAS, or his/her designee instruct the contractor to install equipment not included in 3.3.1?

Answer 7: YES. DME equipment, being provided by the Government, under this contractual agreement, is what is required to be warehoused, assembled, delivered, customer-instructed, repaired, and recovered. No brand names have been noted, and the types of equipment provided are for example purposes only.

Question 8: 3.4.5 Permanent installation to walls, ceiling, floors, etc. is specifically excluded from the contract. Does this include grab bars that do not use suction cups for adherence?

Answer 8: Yes- grab bar installation is an off-contract purchase 3.4.5 The contractor shall install equipment as instructed by the Chief of PSAS, or his/her designee. Permanent installation to walls, ceilings, floors, etc. is specifically excluded from the contract. The contractor’s staff shall be alert to structural or environmental problems that make delivery/set-up unsafe.

Question 9: 3.5.1 Contractor shall repair all DME equipment and supplies at the patient’s place of residence. Repairs include, but are not limited to DME, stair lifts, porch lifts, and vehicle lifts. Stair lifts, porch lifts, and vehicle lifts are not included in 3.3.1. as equipment the contractor shall install. Should these items be removed?

Answer 9: Although the equipment may not have been installed by the contractor if a repair is needed to this type of equipment this falls under the contract to repair. 3.3.1 lists equipment as examples, and clearly states: 3.3.1 Government-owned or stored DME equipment or drop shipped equipment includes but is not limited to the following:

· Any type/size hospital bed (electric or manual); mattress; bed rails

· Trapeze assemblies

· Patient lifts

· Wheelchairs (manual, electric, and specialty seating)

· Bathroom safety equipment

· Overbed tables

· Portable ramps

· Various types of pumps (e.g., IV, feeding, etc.)

· Scooters

· Various walking aids Question 10: 3.6.4 If the patient calls the contractor for an emergency repair after normal business hours, the contractor shall take corrective action. If the patient states they feel it is an emergency repair, shall the contractor act upon the request even if the repair would typically not be deemed an emergency repair?

Answer 10: No- the VA is the only entity permitted to determine emergency status for a repair.

Question 11: 3.7.1.2 Major Repairs: If repairs are necessary, the contractor shall submit an estimate of charges for approval and acceptance by the local area COR or designee within three working days. A repair order must be placed first prior to the repairs being started. The contract hourly rate for repairs of reclaimed VA-owned equipment located at the contractor’s facility shall be paid only when such services have been requested and approved by the VA. Labor charges shall be computed in quarter-hourly increments from the time work begins until work is completed. There is no CLIN for contract hourly rates. Should CLIN’s 4,5,6,&7 be expressed as an hourly amount?

Answer 11: The wording has been corrected to state “contracted hourly rate for repairs”. Section 3.7.1.2 should be determined by CLINs 4, 5 & 6 which determine the complexity level and associated time needed to repair the equipment.

Question 12: 3.12.1 The Government shall conduct background checks on all contractor personnel providing services under the contract. Before permitting contractor personnel to perform work under the contract, the contractor will contact the COR to notify him/her of the prospective employee and provide the individual’s resume and any training/certifications to the COR for review. The COR is the final decision maker on the acceptance or denial of the prospective employee.

Answer 12: It is a requirement for contracted employees to successfully pass the government's background check to work at a Veteran’s home of residence.

Question 13: Few training/certifications for DME equipment exist, notwithstanding ATP certification. As the contractor has training competencies and in-house programs used to train new employees on the equipment furnished under the contract, what factors will the Government use to decide acceptance or denial of the prospective employee? What is the normal time period before the Government receives a favorable background adjudication?

Answer 13: The Contractor will determine their training requirements. A contracted employee is required to pass a background check in order to work on Veteran’s property or home of residence.

Question 14: 3.14 Phase-Out Requirements: 3.14.2 If this involves additional time beyond the expiration date, the contractor shall be paid on a pro-rated basis.

Answer 14: Prorated pricing would be in accordance with the current contract pricing and not in accordance with any pricing proposed under this solicitation.

Question 15: How is a delivery, repair, or pick-up expected to be prorated when the task is complete upon delivery, repair, or pick-up?

Answer 15: There is no proration for a delivery, repair or pick up- contractor is paid per trip or per complexity of the repair only. Within the contract transition extension time period, up until 90 days, the outgoing contractor shall invoice based on the rates utilized in the last period of performance. If greater than 90 days is required, then the VA CO will determine a prorated economic adjustment to the rates, if deemed fair and reasonable by the VA CO to do so.

Question 16: Can a subcontractor be used to fulfill the requirements of this contract and would a subcontracting plan need to be submitted with the bid proposal?

Answer 16: Subcontractors shall fall under the responsibility of the Contract Holder; no subcontractor plan is required.

Question 17: Quantity amounts are provided in Column J, Rows 3 through 50 in the Line Item Template in the Items Tab. Can you provide further information regarding Zip Codes or Counties of Residence pertaining to the patients serviced during the period of December 1, 2023, to November 30, 2024, or any other 12-month period in the last 2 years, serviced under the current Contract?

Answer 17: The information requested is within the wage determination as well as section 1.1.3 - Place of Performance.

Question 18: Regarding Section D Attachments, the Line Items Template provided; the Unit Price is provided in Column O, rows 3 through 246 (excluding Descriptions that begin with “NSP”). Other than Column O Unit Price amounts are any other fields required to be completed?

Answer 18: Correct, Column ‘O’ needs to be completed AND F249 to F262 in accordance to color.

Question 19: How soon after this is awarded will the contractor need to have everything up and running?

Answer 19: 90 Days, per section C10 52.237-3.

Question 20: Also, Is the new budget of 16.9 million per state, per area/zone OR for both states in their entirety?

Answer 20: 16.9 Million total contract; The maximum total value of the contract, inclusive of the base year and all options exercised, shall not exceed $16,900,000.00. This contract is anticipated to be a multi (2) award. Individual task orders will be funded annually. Individual task orders will be funded annually.
