About this opportunity

The National Heart, Lung, and Blood Institute (NHLBI), part of the Department of Health and Human Services, intends to sole-source procure one GE Vivid Pioneer ultrasound system and associated components, with responses due September 7, 2026.

The intended awardee is GE Healthcare, Inc. The procurement is being conducted as a noncompetitive purchase under FAR Part 12 for commercial products and services. Solicitation number is 75N98026Q01028; NAICS code 325412 applies with a small business size standard of 1,300 employees.

Delivery and installation will take place at the NIH Echo-Lab in Building 10, CRC, Room 1436, Bethesda, Maryland, with a desired delivery date of September 30, 2026 (approximately 60 days after contract award). Installation includes inside transport, unboxing, hardware and software installation by a certified field engineer, and system calibration.

The system must integrate seamlessly with existing Echo-Lab workflows and specialized cardiac research analysis software, including TomTec Arena and Fujifilm Synapse CV PACS architecture, while maintaining full compatibility with currently utilized GE-compatible cardiovascular probes. The sole-source justification rests on data integrity: alternative systems would introduce data translation errors and compromise research data continuity due to incompatibilities with the lab's proprietary software infrastructure and raw-data export paths.

The acquisition includes the ultrasound platform, multiple transducers (6Sc-D-XClear single crystal sector array, 4D phased array probe with XDclear technology, P2D CW Pencil Probe), quantification and analysis software packages (Measurement Productivity, Advanced Strain, 4D Vision, Valve Quantification, Chamber Quantification, Radiant Flow, Smart Stress, Myocardial Work, 4D Markers), EchoPAC Software v210, ECG Cable Set, WiFi kit, and installation services.

Responses must be submitted electronically to noelle.decenzo@nih.gov by September 7, 2026, at 12:00 PM ET and must include unit price, list price, shipping and handling costs, delivery period, payment discount terms, F.O.B. point, UEI, TIN, and business size certification. All offerors must maintain active registration in SAM.
