Notice of Intent to Sole Source Summary
This is a Notice of Intent to Sole Source (pre-solicitation synopsis) for a noncompetitive purchase order issued by the National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions. The solicitation number is 75N98026Q01028, and the intended award is to GE Healthcare, Inc. for the provision of one (1) GE Vivid Pioneer Ultrasound System. The NAICS code is 325412 with a small business size standard of 1,300 employees. The acquisition is being conducted under FAR Part 12 for commercial products and services.
The NHLBI requires the Vivid Pioneer Ultrasound System to support ongoing clinical and research protocols within the Division of Intramural Research. The system must provide advanced, high-resolution cardiovascular imaging and ensure continuity of data metrics across longitudinal studies. The contractor shall deliver the system platform with integrated advanced quantification software for high-frame-rate 2D, Doppler, and 4D heart structure and strain analysis. The system must feature seamless native compatibility with the lab's existing EchoPac software, TomTec Arena (Ultrasound Workspace), and Fujifilm Synapse CV PACS architecture, and must fully support existing GE-compatible EchoPac cardiovascular probes. The sole source justification emphasizes that alternative systems would introduce data translation errors and compromise research data integrity due to incompatibilities with the lab's proprietary software infrastructure and raw-data export paths. All responses must be received electronically at noelle.decenzo@nih.gov by September 7, 2026, at 12:00 PM ET and must reference synopsis number 75N98026Q01028. Responses shall include unit price, list price, shipping and handling costs, delivery period, payment discount terms, F.O.B. point, UEI, TIN, and business size certification. All offerors must maintain active registration in the System for Award Management (SAM).

Notice of Intent to Sole Source
Solicitation Number: 75N98026Q01028 Solicitation Type: Sole Source (Non-Competitive) Title: Vivid Pioneer Ultrasound System NAICS / Size Standard: 325412/ 1,300 employees
Introduction
THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO
AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL AND OPEN
COMPETITION. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), intends to negotiate and award a purchase order on a noncompetitive sole source basis to GE Healthcare, Inc. to provide Vivid Pioneer Ultrasound System to the Division of Intramural Research in accordance with the following information.
Background Information
The NHLBI currently utilizes GE EchoPac software and requires the compatible Vivid Pioneer
Ultrasound System to provide advanced, high-resolution cardiovascular imaging for clinical assessment and research data. The objective of this acquisition is to ensure continuity of exact data metrics across ongoing longitudinal studies, which rely heavily on GE’s specific imaging architecture and software baselines. The ultrasound system will allow sonographers to perform precise characterizations and complex cardiac measurements required by NHLBI research design and following ongoing data analysis.
Purpose and Objectives
The purpose of this acquisition is to acquire a Vivid Pioneer Ultrasound System to support ongoing clinical and research protocols.
Contractor Requirements
The Contractor shall provide one (1) GE Vivid Pioneer Ultrasound System and shall include:
• System Platform: GE Vivid Pioneer cardiovascular ultrasound platform to ensure full compatibility with existing Echo-Lab data workflows and protocols.
• Advanced Quantification Software: Must include integrated tools for high-frame-rate 2D, Doppler, and advanced 4D heart structures and strain analysis.
• Software Integration: Must feature seamless, native compatibility with the lab's specialized cardiac research analysis software—specifically the EchoPac and TomTec Arena (Ultrasound Workspace) and the Fujifilm Synapse CV PACS architecture—to prevent data discrepancies or translation errors during research analysis.
• Transducer Compatibility: Must fully support existing GE-compatible EchoPac cardiovascular probes.
Sole Source Justification
The National Heart, Lung, and Blood Institute requires one Vivid Pioneer Ultrasound System from GE
Healthcare, Inc. The NHLBI Echo-Lab actively conducts long-term longitudinal clinical research protocols that rely on established baseline imaging metrics and raw-data ultrasound parameters generated specifically by GE's proprietary cardiovascular software architecture. Introducing an alternative or
"equivalent" manufacturer's system would introduce data translation errors and inconsistencies in advanced quantification, such as 4D analysis and myocardial strain measurements, compromising the integrity of peer-reviewed research data. The GE Vivid Pioneer integrates natively with the lab’s existing clinical software infrastructure, including GE EchoPac workstations, Synapse CV PACS, and specialized
TomTec Arena (Ultrasound Workspace) analysis tools. Alternative systems lack the specific proprietary raw-data export paths and intermediate conversion software, or third-party DICOM translation tools introduce data interpolation artifacts that invalidate quantitative strain comparisons.
Regulatory Authority
This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart
12.102 (a), restricting competition. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.
