About this file
This is a Statement of Need issued by the National Heart, Lung, and Blood Institute (NHLBI) Office of Intramural Management for the acquisition of a GE Vivid Pioneer ultrasound system and associated components. The NHLBI Echo-Lab requires this high-end cardiovascular imaging platform to support ongoing clinical and research protocols, with the primary objective of ensuring continuity of exact data metrics across longitudinal studies that depend on GE's specific imaging architecture and EchoPac software. The system must integrate seamlessly with existing Echo-Lab data workflows and specialized cardiac research analysis software, including TomTec Arena and Fujifilm Synapse CV PACS architecture, while maintaining full compatibility with currently utilized GE-compatible cardiovascular probes.
The acquisition includes one GE Vivid Pioneer ultrasound system (H8015PB) and 15 additional line items comprising multiple transducers, software packages, and analysis tools. Specific items include a 6Sc-D-XDClear single crystal sector array transducer, a 4D phased array probe with XDclear technology, a P2D CW Pencil Probe, multiple quantification and analysis packages (Measurement Productivity, Advanced Strain, 4D Vision, Valve Quantification, Chamber Quantification, Radiant Flow, Smart Stress, Myocardial Work, and 4D Markers packages), an ECG Cable Set, WiFi kit, EchoPAC Software v210, and installation and delivery services. Delivery and installation must occur at the NIH Echo-Lab in Building 10, CRC, Room 1436 in Bethesda, Maryland, with a desired delivery date of September 30, 2026 (approximately 60 days after contract award). Installation requirements include inside transport, unboxing, full hardware and software installation by a certified field engineer, and technical system calibration.

Statement of Need NHLBI Office of Intramural Management (OIM) Acquisition and Logistics Branch (ALB)
1. Project Title:
GE Vivid Pioneer Ultrasound System for Clinical Assessment and Research Protocol Analysis.
2. Statement of Need and Objectives The National Heart, Lung, and Blood Institute (NHLBI) Echo-Lab requires the acquisition of a high-end GE Vivid Pioneer Ultrasound system to support ongoing clinical and research protocols.
This purchase is necessary to provide advanced, high-resolution cardiovascular imaging for clinical assessment and research data. The objective of this acquisition is to ensure continuity of exact data metrics across ongoing longitudinal studies, which rely heavily on GE’s specific imaging architecture and software baselines, using GE EchoPac software in particular. Acquiring this system will directly advance the lab's clinical goals by allowing sonographers to perform precise characterizations and complex cardiac measurements required by our research design and following ongoing data analysis
3. Product Specifications/Features/Salient Characteristics The required ultrasound system must meet the following technical and clinical criteria to integrate with our current research infrastructure:
• System Platform: Must be a dedicated GE Vivid Pioneer cardiovascular ultrasound platform to ensure full compatibility with existing Echo-Lab data workflows and protocols.
• Advanced Quantification Software: Must include integrated tools for high-frame-rate 2D, Doppler, and advanced 4D heart structures and strain analysis.
• Software Integration: Must feature seamless, native compatibility with the lab's specialized cardiac research analysis software—specifically the EchoPac and TomTec Arena (Ultrasound Workspace) and the Fujifilm Synapse CV PACS architecture—to prevent data discrepancies or translation errors during research analysis.
• Transducer Compatibility: Must fully support existing GE-compatible cardiovascular probes currently utilized within the NHLBI Echo-Lab ecosystem.
