About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21 seeks replacement defibrillator units and related services across five VA healthcare facilities, with quotes due June 9, 2026 at 10:00 AM PDT. This is a Service-Disabled Veteran-Owned Small Business set-aside. A GAO protest suspended the original June 2 deadline; the current June 9 deadline is in effect following Amendment 0003, issued May 29, 2026, which also removed LifePak 15 trade-in line items.
Place of performance spans five facilities: VA Southern Nevada HCS in Las Vegas (42 units), VA Sierra Nevada HCS in Reno (32 units), VA Palo Alto HCS (88 units), VA Central California HCS in Fresno (45 units), and VA Northern California HCS in Sacramento and Martinez (49 units), totaling 256 devices. Contract period runs July 1 through December 31, 2026.
Devices must meet salient characteristics including maximum dimensions of 9.4 x 10.3 x 8.6 inches, 13.2 pounds with battery, rechargeable lithium-ion battery with under 7 seconds ready charge, color LCD 800 x 600 touchscreen with integrated printer, integrated Wi-Fi and Bluetooth, high-current rectilinear biphasic waveform defibrillation, dual-sensor CPR feedback, mainstream EtCO2 monitoring via Masimo or Nellcor/Medtronic sensors, pulse oximetry compatibility, non-invasive blood pressure capability, non-invasive pacing with 40 millisecond capability, and support for adult, pediatric, and neonatal patients. Offerors may propose FDA-cleared equivalents to ZOLL brand provided they submit Authorized Distributor Letters and specifications. Trade-in of legacy ZOLL R-Series and select X-Series units is at $2,700 per unit per location; no minimum acceptable trade-in value is established. Delivery is FOB Destination with VISN-standard configuration. On-site training and deployment support of at least two days per facility accommodating all nursing shifts are required, with remote software deployment permitted. Five-year minimum warranty is required. NAICS 334510, PSC 6515. Questions due May 21, 2026. All communications via email only to david.alvarez4@va.gov.
