About this opportunity
The USDA Forest Service is soliciting proposals for Virtual Reality Mobile Aviation Simulation Services to enhance training capacity for aviation managers and tactical resources involved in wildfire operations. The contractor will provide virtual reality and mixed reality training equipment, subject matter expert role players, and technical support to deliver standardized simulation courses developed collaboratively between the government and contractor. Key requirements include delivering training for aerial supervisors (Air Tactical Group Supervisors, Helicopter Coordinators, Air Tactical Supervisors), aerial firefighters (pilots), helicopter crew members (including Helitack, Shorthaul, and Rappel operations), and Smokejumpers, with potential expansion to non-fire all-risk simulations and Unmanned Aircraft Systems operations. The contractor must demonstrate expertise in NWCG PMS 505 Standards for Aerial Supervision and capability to operate multiple aircraft platforms in realistic fire scenarios. Evaluation will be based on technical approach (highest-rated factor), past performance, and fair and reasonable pricing, with quotes due February 17, 2026 at 9:00 AM Central Standard Time.
This is a total small business set-aside indefinite-quantity contract with a base performance period from March 1, 2026 through February 28, 2027, followed by four one-year option periods and a six-month extension option, for a potential total duration of five years and six months. The government guarantees minimum orders totaling at least $1,000 but not exceeding $4,500,000 per company over the full contract performance period, with individual service/item orders capped at $100,000 or $150,000 for combinations. Specific training deliverables include Regional Aerial Supervisor Refresher Courses (RT-378), Regional Helicopter Manager Refresher Courses (RT-372), National Aerial Supervision Academy training, Smokejumper Spotter Training, MAFFS training support, and Virtual Reality demonstration days, with most training events scheduled for March 2026 onward. Performance will occur at multiple locations, primarily based in Boise, Idaho, with capability for both in-person and remote delivery. No incumbent contractor or current contractor names are identified in the solicitation materials.
