D.1 PERFORMANCE REQUIREMENTS

a. Background

USDA, Forest Service aviation and interagency partners have a need to evolve training capacity and delivery for aviation managers and tactical resources beyond current capabilities. We have been conducting this type of training for several years and plan to have it on going with updated and current training. What we have had and are looking for is to have a contract that will provide equipment and support personnel and may include optional contracted instructors to deliver standard course simulations that will be developed between the government and the contractor.

The contractor and the government will create entry level, moderate and advanced wildfire-based simulations for aerial supervisors (Air Tactical Group Supervisors, Helicopter Coordinators, Air Tactical Supervisors), aerial firefighters (pilots), Helicopter Crew (Helitack to include Short haul and Rappel operations), and Smokejumpers, and may expand to other aviation operations areas to include non-fire all risk simulations as well as Unmanned Aircraft Systems (UAS).

b. Course Descriptions

Regional Aerial Supervisor Refresher Course (RT-378): A refresher course for Aerial Supervisors is required every three years. This course is designed to meet the training needs of an Air Tactical Group Supervisor (ATGS), Helicopter Coordinator (HLCO), lead plane pilot, and Aerial Supervision Module (ASM) crewmember as outlined in the NWCG Standards for Aerial Supervision (SAS), PMS 505. Topics include aerial supervision program introduction, aerial supervision roles and responsibilities, administration, training, certification, currency, policies, incident aircraft, suppressants and retardants, aerial supervision mission procedures, aerial firefighting strategy and tactics, incident aircraft operations, all-hazard incidents, and safety.

Regional Helicopter Manager Refresher Course (RT-372): A refresher course for helicopter managers is required every three years. This course is designed to meet the training needs of helicopter managers (HMGB) as well as incident commanders and helicopter crew members. Topics include program introduction, manager/crewmember/IC roles and responsibilities, administration, training, certification, currency, policies, incident aircraft, mission procedures/communication protocols, aerial firefighting strategy and tactics, incident aircraft operations, all-hazard incidents, and safety.
