About this opportunity

The Department of the Navy Naval Sea Systems Command is soliciting quotes for an Indefinite Delivery Indefinite Quantity (IDIQ) contract to clean and gas-free Sanitary Tanks #1 and #2 on Virginia-class submarines at Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF). The solicitation, numbered N32253-25-Q-0003, requires contractors to provide comprehensive tank cleaning services, including handling and disposing of approximately 2,000 gallons of wastewater per task and maintaining temporary storage for 90 days while awaiting laboratory results. Proposals are due by February 19, 2025, at 0900 HST, with questions accepted until February 4, 2025, at 0900 HST. The evaluation will be based on technical approach (acceptable/unacceptable), past performance, and price, with non-price factors being more important than price. Contractors must be registered in the System for Award Management (SAM) and comply with specific security, safety, and environmental protection requirements.

The contract is a 100% small business set-aside under NAICS code 336611 with a size standard of 1,300 employees. The contract period spans five years, from April 9, 2025, to April 8, 2030, consisting of a base year and four option years. The minimum order quantity is 1 job, with a maximum of 30 jobs over the contract period, and individual task orders limited to 3 jobs. Work will be performed at the Joint Base Pearl Harbor-Hickam, Hawaii, specifically in the Industrial Control Area (CIA) of the naval shipyard. Contractors must be U.S. citizens with appropriate security clearances, provide all necessary equipment and materials, and follow strict OPSEC, environmental, and safety protocols. While no specific award value is mentioned, the contract requires comprehensive tank cleaning services with detailed technical and procedural requirements across multiple potential task orders.
