About this opportunity
The Department of the Air Force Air Education and Training Command seeks design, procurement, and installation of a Honeywell Vindicator Intrusion Detection System in Building 503 at Tyndall Air Force Base, with proposals due May 13, 2026. This is a Total Small Business set-aside with women-owned small business preference.
Place of performance is Tyndall AFB, Panama City, Florida. The procurement requires replacement of a legacy IDS installed in 2005 with all sensors, cabling, access panels, and removal of old equipment. Installation must occur in parallel with the existing system to prevent operational disruption. The contractor must integrate the new system into the existing Electronic Security System and the Base Defense Operations Center head-end monitoring equipment. The scope includes equipment staging, onsite programming, testing, training, contractor verification testing with information assurance verification, and government acceptance testing. Delivery is required within 120 calendar days from award.
The design must include minimum specifications of two Honeywell Premise Control Units, two Honeywell Site Commanders, UL 634 Level II High Security Switches, and UL 639 motion sensors. All equipment must comply with Air Force Instruction 31-101, ICD/ICS-705 Chapter 7, Tyndall AFB specification ESE-SIT-0001, and UL 2050 Extent 3, sourced from the Air Force Security Forces Center Approved Equipment List or contractor-proposed COTS equipment qualified for government approval. The contractor must provide one-year Interim Contractor Support warranty commencing upon successful 72-hour burn-in with 24-hour repair response time. All contractor personnel must hold Vindicator Security Solutions Technical Services certification, possess base access credentials, and speak English fluently. The NAICS code is 561621 with a size standard of $25 million. Evaluation is based on price (all-inclusive of supply, shipping, delivery, installation, setup, and training) and technical compliance on an Acceptable/Not Acceptable basis. A mandatory site visit occurred April 16, 2026; questions and answers and updated SOW (version 2, April 29) have been posted. Amendment 003 extended the deadline to May 13, 2026, at 1:00 p.m. CDT, with quotes directed to angel.clarke@us.af.mil and rebecca.cudjoe.gh@us.af.mil.

The Air Combat Training Center (ACTC) has a need for a new physical IDS. The current system is approaching the end of life, having been installed in 2005, with parts no longer commercially available. This necessitates a full replacement of all sensors, installation of new cabling, installation of new access panels, and removal of all old items of the current IDS. The installation shall be done in parallel with the current system to not interfere with daily operations or create a fault.
The Contractor shall provide all necessary equipment and infrastructure upgrades to support system operations and shall integrate the new components into the existing Electronic Security System (ESS) on Tyndall AFB. The Contractor shall provide all ancillary equipment, materials and/or supplies needed for the installation and associated infrastructure. The contractor shall remove all abandoned or unused conductors the maximum extent possible.
