About this file

This is a Questions and Answers document responding to an RFI for Vindicator Intrusion Detection System Installation Services at Tyndall Air Force Base, Building 503.

The project involves design, procurement, and installation of a new Honeywell Vindicator-branded IDS to replace an aging system installed in 2005. The facility is approximately 2,500 square feet with concrete perimeter walls, suspended ceilings (except in Comm Room 100 and Room 208), and 100% stable power via UPS and generator backup. The contractor must provide all equipment, conduit, junction boxes, pull boxes, and new cabling infrastructure while installing in parallel with the existing system to avoid operational disruption. Installation shall comply with ICD 705 standards, IFC requirements, and DoD security directives. Key deliverables include 5 Building Management Systems (BMS), 2 access control devices with new technology, motion sensors, glass break sensors, cipher locks meeting DoD authorization requirements, and complete system programming and integration with the existing Electronic Security System (ESS). The government will provide 15 minutes of UPS support for system reporting, coordinate network connectivity through SimpleSENCE and BDOC, supply base communications for new IP addresses and switch ports, and furnish escort personnel during duty hours. The contractor is responsible for the Acceptance Test Plan with government oversight and approval, system programming, as-built documentation following government-specified naming conventions, and credential delivery via DBIDS submission process. Work access is limited to Monday-Friday, 0700-1800 hours with 14-day advance notice required (adjustable to maintain schedule if parts are available), except the 72-hour advance notice for IDS and VCC programming is non-negotiable. The estimated project completion timeline is 150 days after receipt of order, with anticipated base access approval within 10 days pending SFS requirements.
