1. Reuse vs. Replacement of Access Control Components – Page 4 “Existing equipment may not be reused.”

o Q&A indicates the system should be treated as a new build with new badge readers and no repurposed parts. – Yes o This appears to conflict with the SOW requirement to keep existing access control devices integrated and operational. – Not in conflict o Please confirm whether existing devices are to remain in use or be fully replaced.

- Existing equipment should not be disturbed or altered.

- The existing equipment must remain intact and operational (in use) until the new system is fully accredited and ready for customer use and recognized by BDOC/Alarms as visible to meet their requirements of an intrusion detection system.

- Once the system is operational and in use, a second effort, as part of the contract is to remove the legacy system with the user having first opportunity to keep any parts.

2. Scope of Access Control System (ACS) Changes o The SOW suggests maintaining the existing ACS V3 environment while modifying

IDS-related programming.

o Q&A responses indicate ACS programming changes will be required. – Yes, a new

ACS will be installed and programmed outside of current system components o Please clarify the intended extent of ACS modifications and whether ACS V3 is to remain the active system. – Do Not Touch Current system – AT ALL.

3. Equipment List and Basis of Design o Q&A response states that listed equipment is “suggested” and that contractors may propose alternatives as long as coverage is adequate.

o Please confirm whether the SOW equipment list represents a firm requirement, a baseline design, or purely conceptual guidance.

o Baseline - The equipment list as the PCU’s, Site Commanders, Level II HSS’s, and

UL 639 listed PIRs are nearly the firm requirement. The PCU’s can be replaced by another panel o We rely on the contractor to follow government guidance on latest approved equipment.

4. Integration Between IDS and ACS V3 o The SOW requires continued integration with existing systems.

o Q&A response indicates that interface requirements will be provided after award.

o Please clarify whether offerors are expected to propose an integration approach without defined interface requirements at this stage.

- Due to Operations Security, current software configurations can’t be released until award. Current software and hardware are/should be industry standard

5. Extent of Access Control Devices to be Installed o Q&A references only two access control devices with new technology.

o Please confirm whether this reflects the full requirement or if additional devices may be required to maintain current system functionality and coverage.

- The access control device is the swipe/PIN keypad access point external to each door.
