About this opportunity

The Department of Veterans Affairs Technology Acquisition Center is procuring a video surveillance system replacement for the Southern Arizona VA Healthcare System (SAVAHCS), specifically requiring Milestone Systems XProtect software, application servers, video storage servers, and comprehensive system engineering and installation services. The procurement seeks a firm-fixed-price contract to replace the existing video management infrastructure that serves approximately 573 cameras across the SAVAHCS campus and is deemed critical for high-alert security areas including Police, Pharmacy, Mental Health, and Nursing Services. Key contract requirements include the Milestone Expert Server Base License with 1,000 device licenses, 8 recording servers with specific technical specifications supporting 125 5MP H.265 cameras with 45-day archive capability, integration with the existing Lighthouse physical security information management platform, on-site installation and training, and 12 months of maintenance and support services. The government will award the contract to the lowest-priced, responsive, and responsible offeror on a firm-fixed-price basis without discussions, though it reserves the right to conduct discussions if necessary. The original proposal deadline was September 17, 2025, which was extended to September 19, 2025; following a post-award protest and stop-work order, Amendment 0004 reopened the solicitation exclusively to vendors that previously submitted timely responses, with authorization documentation from Network Harbor, LLC due by 10:00am ET on October 31, 2025.

This is a 100% Small Business set-aside under NAICS code 513210 (Software Publishers) with a $47 million size standard, and the contract was initially awarded to DataGander, Inc. for $1,133,003.00 on September 30, 2025, though the award was subsequently stayed pending resolution of a protest regarding the clarity of OEM authorization requirements. Vendors must now provide proof of authorization from Network Harbor, LLC, to be considered technically conforming, as integration with the Lighthouse platform requires OEM authorization. Physical hardware delivery is required within 30 days of award, with on-site installation and training to be completed within 45 days of award. The contract includes a 12-month performance period with no option periods, and technical support will be available Monday through Friday from 7:00am to 4:30pm Mountain Time, with on-site support available within 48 hours if remote troubleshooting cannot resolve issues. The place of performance is located at 3601 South 6th Avenue, Tucson, Arizona 85723, with all electronic delivery of software and support and physical hardware delivery to the SAVAHCS campus.

Award of the subject RFQ was made on 9/30/2025. However, Amemdment 0004 is being issued to re-open the solicitation to only those vendors that have initially submitted a timely response, as the result of a post-award protest that was filed alleging that the requirement for offerors to be authorized by Network Harbor, LLC was not clear enough. As a result, a Stop-Work Order has been issued and we are amending the solicitation, allowing all competing vendors the opportunity to provide the required information and be re-evaluated. Please see attached Amendment 04 to the subject RFQ, as well as a track-changed single-page document showing the revisions to page 54 of the amended RFQ. This amendment details the requirement for all vendors to be authorized by the OEM, Network Harbor, LLC, in order to be considered technically conforming. IF YOU HAVE ALREADY SUBMITTED A TIMELY RESPONSE to the initial solicitation, and are interested in being considered, please respond by providing your authorization letter or other proof from Network Harbor, LLC, authorizing you to work on and integrate with the Lighthouse Physical Security Information Management platform. Only an authorization letter or other proof will be reviewed by the Government as part of this amendment, so please do not re-submit your initial proposal nor an amendment to it. If you provide your authorization letter by the time indicated below, we will evaluate your initial quote from the standpoint of being authorized by Network Harbor, LLC. If interested, please provide the letter to steven.baum@va.gov and wendella.baptiste@va.gov, by 10am ET on Friday, October 31, 2025. Two (2) attachments are included in this amendment: the Amendment 04 RFQ document, and a single-page track-changed document to make the revisions easily found. Only page 54 of the RFQ has been revised. The due-date for submissions is 10:00am ET on Friday, October 31, 2025; ONLY VENDORS THAT HAVE PREVIOUSLY SUBMITTED A QUOTE ARE ABLE TO RESPOND TO THIS AMENDMENT.
