About this file

This document is a Vendor Q&A Response for Request for Quote (RFQ) 36C10B25Q0487 Version 2, addressing technical specifications and implementation details for a video management system (VMS) upgrade at a VA healthcare facility. Key details include server hardware requirements (2x Xeon Silver 4210 CPUs with 64 GB ECC RAM for recording servers, 32 GB for management server), network interface specifications, and integration requirements with existing LightHouse software. The VA is transitioning from a Cisco VMS to Milestone, requiring integration with Network Harbor's LightHouse physical security information management (PSIM) system.

The RFQ includes specific implementation timelines: hardware to be shipped within 30 days of award, on-site installation within 45 days, and a 12-month maintenance period with technical support available Monday-Friday 0700-1630 Mountain Time. Vendor will be escorted in server rooms, with ample rack space and redundant power/UPS available. The project involves connecting existing SAVAHCS cameras, with a camera listing provided in a separate spreadsheet, and requires integration with VA network infrastructure. On-site support will be provided within 48 hours if telephonic troubleshooting cannot resolve technical issues.

Vendor Q&A Response – RFQ 36C10B25Q0487 Version 2

1. QUESTION: Server CPU / Core Count Details - The solicitation lists “2 × Xeon Silver 4210 @ 2.20 GHz” but later hardware specs call for “Xeon 16C CPU.” Are these the same? Specifically:

is the 16 cores requirement per CPU or total per server? If “16C” refers to logical cores (threads) vs physical cores, is that acceptable? (Reference: Page 10 of 54, Equipment and Software Requirement / Server Specifications; CLIN 0007 / 0008) GOVERNMENT RESPONSE: The first specification refers to the recording servers. The second specification refers to the management server. All requested specifications are as listed.

2. QUESTION: RAM Specification Clarity - For CLIN 0007 (recording servers), the spec calls for 64 GB ECC RAM. Earlier in the general server specs it is stated as 32 GB for “existing software, application servers, and video storage servers.” Which servers require 32 GB vs 64 GB? Is 32 GB acceptable for the management server or other limited-function servers? (Reference: Pages 10-11 of 54, Camera Use Parameters / Server Specifications and hardware details for CLIN 0007 & 0008) GOVERNMENT RESPONSE: 64 GB ECC RAM is for recording servers. 32 GB ECC RAM is for the management server.

3. QUESTION: NIC / Network Throughput Requirements - The spec indicates “2 × Gb / 2 × 10 Gb NIC” for the recording servers. What is the intended function of each NIC (camera ingest, uplink, storage network)? Will NICs be aggregated or used for redundancy? What is the existing network backbone (switch capacity, latency, packet loss, etc.) at the site? (Reference: Pages 10-11 of 54, Server Specifications under CLIN 0007) GOVERNMENT RESPONSE: Specification for network capability. The intended function of the NIC is to allow network connection to the VA Network.

Please see RFQ Product Description section 1.3 “Milestone VMS / Lighthouse Software Installation / Configuration Services” for more information.

4. QUESTION: Existing Cameras / Compatibility - For connecting existing SAVAHCS cameras (CLIN 0012): is there a model/firmware list available? Are any cameras known to lack support for H.265, required resolution, or motion/event capture parameters? Are there any proprietary driver or API limitations (versus standard like ONVIF) that may affect integration?

(Reference: Pages 10-11 of 54, CLIN 0012 in the Milestone VMS / Lighthouse Installation / Configuration Services section) GOVERNMENT RESPONSE: Please see attached spreadsheet titled “SAVAHCS Camera Listing 2025” for camera model and firmware information. There are no known limitations or vulnerabilities of the camera interoperability.

5. QUESTION: Physical Installation / Facility Constraints - What rack space, power capacity (voltage, circuit count), cooling infrastructure, UPS or redundant power exist in the server rooms? Are racks in place or must be supplied? What are environmental constraints (temperature, humidity, vibration)? Are there physical security / access restrictions? (Reference: Pages 10-11 of 54, under Hardware Materials & Shipping, Server Specifications, and Installation CLINs) GOVERNMENT RESPONSE: Ample rack space will be available for specified server count. Ample redundant power (commercial and UPS) is available. Racks are already in place. There are no environmental constraints. Vendor will be escorted within server rooms so there are no physical security/access restrictions.

6. QUESTION: Shipping & Delivery / Site Receiving & Verification Details — Hardware must be physically delivered within 14 days of award. As servers must be custom configured and shipped, can this delivery time requirement be extended to 30 days? Will there be on-site staging, inspection, and acceptance upon delivery? (Reference: Page 10 of 54, Product Requirements / Hardware Materials and Shipping (CLIN 0007 / 0008) and delivery clauses) GOVERNMENT RESPONSE: Hardware shall be shipped to the VA facility within 30 days of award; VA will take possession of physical equipment and store until vendor is on-site to inspect before installation.

On-site installation shall be within 45 days of award.

7. QUESTION: Maintenance & Support / SLA Requirements - During the 12-month maintenance period (CLIN 0019), what are the required SLAs (e.g. response times & resolution times for critical vs non-critical issues)? Is support required 24/7 or only during business hours?

For which issues is onsite support mandatory, versus remote support being sufficient? (Reference:

Pages 10-11 of 54, One-Year Materials and Labor Services Maintenance section, CLIN 0019) GOVERNMENT RESPONSE: Some companies offer 24/7 support, some companies only offer support during their business hours. At a minimum, over-the-phone technical support shall be available Monday – Friday 0700-1630 Mountain Time (Arizona). If telephonic troubleshooting cannot correct the technical problem, we will require an on-site support visit within 48 hours of the initial call. On-site support will only be necessary if telephonic support cannot rectify the problem.

Please see RFQ Product Description section 1.6 “One Year Materials and Labor Services Maintenance” (CLIN 0019) for more information.

8. QUESTION: Infrastructure Integration / Interoperability — Will the management server /

VMS need to integrate with existing VA IT systems (such as Active Directory, time synchronization, monitoring systems, backups)? Are API or connector specifications available for integration with existing Lighthouse / Network Harbor software or portals? (Reference: Pages 10-11 of 54, under Milestone VMS / Lighthouse Software Installation / Configuration Services (CLIN 0012, 0014) GOVERNMENT RESPONSE: The server will connect to the VA network. Network Harbor LightHouse connections should be known by certified and authorized Network Harbor dealers.

9. QUESTION: Power / Electrical Requirements — What are the available power specifications (voltage, circuit capacity) in the server room/racks? Is dual power feed required / available? What UPS, surge protection, grounding, and power redundancy standards must be met?

(Reference: Pages 10-11 of 54, in Hardware Materials / Server Specifications and Installation clauses) GOVERNMENT RESPONSE: Redundant and UPS power is available.

10. QUESTION: LightHouse Software - Is LightHouse the existing VMS and is it being replaced with Milestone? There are numerous references to LightHouse but no CLIN Pricing for any LightHouse software. (Reference: Page 12, Section 1.3, CLIN 0017 “Integrate newly installed camera software into existing Network Harbor, Inc Lighthouse software”) GOVERNMENT RESPONSE: Cisco was the previous VMS. LightHouse is PSIM. Milestone will need to integrate with LightHouse. However, to integrate with the LightHouse software, you must be authorized by Network Harbor, the owner of LightHouse.

11. QUESTION: NAVRP-01, Network Audio and Video Recorder - Systems Portal / Plug-in for connecting Milestone. Please provide additional detail on this part # and required functionality.

(Reference: Page 7 of 54, CLIN 0006) GOVERNMENT RESPONSE: The part number is unknown, however Network Audio and Video Recorder - Systems Portal / Plug-in for connecting Milestone is necessary to be able to view recordings. The exact software nature is proprietary but required for installation by Milestone.
