About this opportunity
The Federal Bureau of Investigation's Redstone Arsenal Field Office intends to solicit contractor support for the Victim Services Division's Victim Notification Programs, with responses to a Request for Information due by 11:00 AM Central Time on September 25, 2026, and an anticipated performance start date of September 30, 2027.
The procurement is not set-aside. Work is performed at FBI Headquarters in Washington, D.C., with limited telework authorized subject to security protocols and prior written approval from the Contracting Officer. All contractor personnel must hold an active Top Secret security clearance at the time of proposal submission. The FBI will process clearance crossovers and badging during a 30-day phase-in period; SCI access and polygraph clearances are not required. Contractors must be able to recruit and retain personnel with active Top Secret clearances within 10 business days to identify and 30 days to onboard.
Staffing requires a baseline of 16 full-time equivalents (one Team Lead, nine Victim Notification Analysts, and six VOSS/CENP Victim Notification Analysts) with eight optional surge positions. Key Personnel positions include the Team Lead and Victim Notification Analysts; proposed Key Personnel may be employees of subcontractors. All personnel must hold a bachelor's degree or equivalent professional experience.
The contract is anticipated to be Firm Fixed Price, running from September 30, 2027 through September 29, 2028, with four one-year option periods and one final six-month extension. Contractors must address system proficiency with Sentinel, VNS, and SharePoint; advanced Microsoft Excel capabilities; data management of sensitive victim-related data; statistical reporting and trend analysis; and tactful communication with victims, attorneys, law enforcement, and federal partners. The Government has not yet determined set-aside status, NAICS code, or preferred acquisition vehicle. Capability statements must address recruitment strategy, technical approach, system proficiency, communication methods, identified risks, and alternative solutions, with cover letters including estimated costs and recommended contract types (FFP, T&M, LH). Questions close September 18, 2026. Contact Melanie Markus (Mmarkus@fbi.gov) or Lindsey Werth (LWARREN@fbi.gov).
