About this opportunity
The Federal Bureau of Investigation, Redstone Arsenal Field Office (Department of Justice), seeks industry input through a Request for Information on an enterprise data management system, with capabilities papers due November 19, 2026 at 1:00 p.m. Central Time. No set-aside is used. The RFI does not constitute a Government obligation to procure or issue a solicitation, and the Government will not accept responses as offers.
The system is organized around eight functional layers (Ingestion, Storage, Metadata, Transformation, Feature Extraction, API, Application/Visualization, and Infrastructure Management) with crosscutting capabilities for legal compliance, organizational consolidation, migration management, and performance measurement. Performance spans fiscal years 2027 through 2031 and supports FBI Headquarters, all field offices, and resident agencies across the continental United States and U.S. territories.
The FBI requires ingestion exceeding 1,500 TB per month, scaling to approximately 50 petabytes of total storage, with unified data access across all FBI systems regardless of format or source. The system must enforce legal authority-specific controls for Title III wiretaps, FISA orders, National Security Letters, search warrants, and grand jury subpoenas, while maintaining automated retention schedules, audit trails, and data lineage tracking. Technical objectives include real-time streaming and batch ingestion, petabyte-scale encrypted storage with role-based access controls, OCR and vector embedding feature extraction, RESTful APIs with OAuth2 authentication, and JDBC/ODBC connectivity.
The contractor must provide cloud infrastructure, commercial off-the-shelf software licenses, development and test environments, documentation, and training delivery. Respondents should indicate whether a commercial product currently meets requirements, and propose a complete architecture with technology stack selections, security architecture, FBI enterprise integration, a migration strategy using dual-routing and pilot deployment, an implementation timeline, and risk and quality assurance approaches.
Questions are due November 10, 2026. Direct inquiries to contracting officer Marie Agrinzoni at Meagrinzoni@fbi.gov. The RFI is attached as RFI.docx under solicitation number 15F067-27-PN-MEA09.
