About this file

This is a Request for Information (RFI) document (RFI 15F06726PN02026) containing questions and answers regarding an FBI Victim Services Division (VSD) contract opportunity with a draft performance start date of September 30, 2027.

The requirement involves staffing for victim notification and support services, with a baseline of 16 full-time equivalent (FTE) positions and eight optional surge positions, bringing potential maximum staffing to 24 FTEs. All services will be performed at FBI Headquarters in the Washington, DC metropolitan area with no recurring telework anticipated. Key Personnel positions include a Team Lead and Victim Notification Analysts, all of whom must possess active Top Secret clearances at the time of proposal submission. Proposed Key Personnel may be employees of subcontractors. The FBI will process clearance crossovers and badging during a 30-day phase-in period; SCI access and polygraph clearances are not required. During the 30-day transition period, the incumbent contractor will be required to provide knowledge transfer and transition assistance. Personnel can obtain system-specific knowledge through government-provided training for case-management systems including FBI Sentinel and DOJ Victim Notification System. Surge positions will be added via contract modification as FBI needs dictate, with separately priced surge rates required. The Government has not yet determined the acquisition strategy, set-aside status, NAICS code, preferred acquisition vehicle (GSA MAS, OASIS, or standalone), or specific evaluation methodology. The Government will not provide incumbent contractor information, current staffing levels, or an estimated solicitation schedule timeline.
