About this opportunity
The Department of the Army Medical Command seeks veterinary anesthesia equipment with proposals due June 16, 2026, with no set-aside applied.
The procurement targets replacement of discontinued equipment supporting Medical Veterinary Service Support units in forward-deployed settings. The government will evaluate three test articles from preferred models—Landmark VTA-1100 Tabletop Veterinary Anesthesia, SUPERA M4000 Tabletop Rebreathing Anesthesia Machine, or Moduflex Compact Field Service Anesthesia Machine, or equivalent designs meeting stated specifications. Offerors may quote one, several, or all listed models. Following operational and environmental testing to MIL-STD 810-H, the government intends to down-select to a single make and model for potential full-rate production of up to 140 units in FY27.
Place of performance is Fort Sam Houston, Texas, with delivery locations also including Fort Bragg, North Carolina; Camp Humphreys, South Korea; and Ramstein Air Force Base, Germany. The NAICS code is 339112, Surgical and Medical Instrument Manufacturing; PSC is 6515.
Critical operational requirements include FDA regulatory oversight, anesthetic gas vaporizers operating without electricity or electromagnetic output, rebreathing and non-rebreathing circuit capability with CO2 absorbent canisters, oxygen delivery at 7–50 psi, fail-safe systems with adjustable pop-off valves, manual and mechanical ventilation support, gas scavenging compatibility, and portability in hardened transport cases meeting MIL-STD 810-H. Vendor must provide operator and maintenance manuals, minimum one-year warranty (three-year preferred) covering parts and labor, initial training and Train-the-Trainer program development, delivery within 30–45 days minimum (45–90 days desired), specialized tools identification, foam cut designs, repair parts lists with failure analysis, and copyright releases for technical manuals. Trade Agreements Act compliance and Risk Management Framework documentation are required. Vendors are encouraged to pursue Defense Logistics Agency ECAT listing for future procurement streamlining. Vendor questions were answered as of May 18, 2026.
