About this file
Summary
This Critical Objective Device Specifications document outlines the Army's requirements for procuring Veterinary Anesthesia Machines (VetAM) to replace discontinued equipment currently supporting Medical Veterinary Service Support (MVSS) units in forward-deployed surgical settings. The government seeks three test articles from the following preferred models or equivalents: Landmark VTA-1100 Tabletop Veterinary Anesthesia, SUPERA M4000 Tabletop Rebreathing Anesthesia Machine, or Moduflex Compact Field Service Anesthesia Machine. Following successful completion of operational and environmental testing in accordance with MIL-STD 810-H, the government intends to down-select to a single make and model for potential full-rate production of up to 140 units in FY27.
The specifications establish critical operational requirements including FDA regulatory oversight for animal use, anesthetic gas vaporizer operation without electricity or electromagnetic output, capability for rebreathing and non-rebreathing circuits with CO2 absorbent canisters, oxygen delivery at 7-50 psi input from concentrators or cylinders, fail-safe systems with adjustable pop-off valves (0-50 mmHg range), manual and mechanical ventilation support, gas scavenging compatibility, and portability in hardened transport cases meeting MIL-STD 810-H standards. Logistical requirements mandate provision of operator and maintenance manuals, minimum one-year warranty (three-year desired) covering parts and labor, initial training and Train-the-Trainer program development, delivery within 30-45 days (minimum 45-90 days), identification of specialized tools, foam cut designs, repair parts lists with failure analysis, and copyright releases for technical manuals. Trade Agreements Act (TAA) compliance and Risk Management Framework documentation are required. The vendor is encouraged to pursue Defense Logistics Agency (ECAT) listing for future procurement streamlining.

Title: Veterinary Anesthesia Machine (VetAM) -PANHCA- 26- 029995
Requiring Activity/ Agency Name: Health Readiness Contracting Organizations (HRCO)
Background: The government requires VetAM’s for use in forward deployed surgical settings (Veterinary Role of Care (Vet ROC) 2 & 3). The government has a requirement to procure VetAMs to support Medical Veterinary Service Support (MVSS) units. Clinicians in deployed MVSS units use anesthesia machines to safely deliver inhaled anesthetic agents to military working dogs and other animals during surgical procedures and critical care. The current anesthesia machines and OEM parts are no longer procurable or supportable as the manufacturer has discontinued the item. As a result, the Army is updating this device to maintain serviceability and ensure the continued ability to provide safe and effective veterinary care in both CONUS and OCONUS operational environments. The government is looking to procure a VetAM that can meet the Army’s needs as described in this document, see below.
Purpose: The government will procure three (3) of the following anesthesia machines-(or equal,) for a total of 9: Landmark VTA-110 Tabletop Veterinary Anesthesia, SUPERA M4000 Tabletop Rebreathing Anesthesia Machine, Moduflex Compact Field Service Anesthesia Machine VetAM test articles to complete operational and environmental testing in accordance with (IAW) Military Standard (MilSTD) 810-H (1).
Government Intent: After successfully completing operational and environmental testing, the government will down select to one make and model. In FY27 the government intends to procure up to 140 VetAMs. To easily get the VetAMs to the warfighter, it is the government’s wish that the awarded vendor works with the Defense Logistics Agency (DLA) to have the device added to Electronic Catalogue (ECAT).
The Defense Logistics Agency (DLA) Electronic Catalog (ECAT) is a crucial online system used by the Department of Defense and government agencies to procure supplies and equipment. Acting as a centralized online store, ECAT provides access to millions of National Stock Numbers (NSNs) with detailed product information, including descriptions, pricing, and availability. This system streamlines the procurement process, allowing users to easily search for items, place orders, and track shipments, ultimately saving time and money while ensuring all branches have access to the same standardized products. Please access how to do business with ECAT @ https://www.dla.mil/Troop-Support/Medical/ECAT/, for specific questions, recommend contacting the ECAT Help Desk @ dscpecathelp@dla.mil.
