About this opportunity

The Department of Agriculture Agricultural Research Service seeks exterior painting of the Vehicle Services Building at the Eastern Regional Research Center, with quotations due September 8, 2026 and questions due August 25, 2026. This is a Total Small Business Set-Aside; the small business size standard is $19.0 million.

Place of performance is Erdenheim, Pennsylvania (Wyndmoor), with work period September 21, 2026 through December 31, 2026. Work is restricted to 0730–1700 hours Monday through Friday, excluding federal holidays and weekends.

The scope includes complete surface preparation, masonry repairs (grouting, patching, and coating to blend with surrounding walls), crack routing and sealing for approximately 45 linear feet of existing cracks, biocidal washing if needed to address organic growth, and rust-inhibitive coating for deteriorated steel lintels on a concrete masonry unit building approximately 66 feet in length with wall heights varying from 11 to 15 feet. All work shall be painted white. The facility tested negative for lead paint. OSHA requirements mandate full-time onsite representation by a competent person. Aerial lifts are permitted around the entire building. The contractor must provide product data, color samples, and a detailed work schedule prior to material purchase and must provide a one-year warranty on installation and workmanship. Prevailing wage rates apply per Wage Determination PA20260099 Modification 1, with the painter classification at $46.65 per hour for exterior CMU painting work. Performance and payment bonds are not required.

Award uses lowest price technically acceptable criteria, evaluating the lowest-priced offer for technical acceptability first; if unacceptable, evaluation continues with subsequent lowest-priced offers until an acceptable offer is identified. Contractors must submit a technical approach narrative, company experience documentation including up to three project references from the past three years of similar scope and complexity, and firm fixed pricing. Site visits are scheduled for August 18 at 1:00 PM EDT and August 19 at 9:00 AM EDT; registration by August 17 at 4:00 PM EDT to josh.dobereiner@usda.gov is required. Amendment 01, effective September 3, 2026, posts site visit sign-in sheets and responses to requests for information received by the RFI deadline. Acknowledgement of amendment is required with quote submission.
