About this file

This is a Questions and Answers document for Solicitation 1232SA26Q1227, a federal contract opportunity for exterior painting and masonry repair work on a Vehicle Service Building constructed in the 1980s.

The project scope encompasses painting all exterior Concrete Masonry Unit (CMU) walls, steel lintels, and attached steel corner guards of a building measuring approximately 66 feet in length with wall heights varying from 11 to 15 feet. Work includes surface preparation, masonry repairs (grouting, patching, and coating to blend with surrounding walls), crack routing and sealing for approximately 45 linear feet of existing cracks, biocidal washing if needed to address organic growth, and rust-inhibitive coating for deteriorated steel lintels. All work shall be painted white to match the closest existing color. The contractor must provide product data, color samples, and a work schedule prior to material purchase and work is subject to monthly progress payments. The period of performance runs September 21, 2026 through December 31, 2026, with work restricted to 0730–1700 hours Monday through Friday, excluding federal holidays and weekends. Aerial lifts are permitted around the entire building. OSHA requirements mandate full-time onsite representation by a competent person. The facility tested negative for lead paint with no lead anticipated. Water and electricity are available for contractor use. Pressure-washing wastewater containment and disposal requirements are addressed in SOW Section 3.0, paragraph 5. Wage Determination PA20260099 applies, with the painter classification used for exterior CMU painting work. Field measurements from the site visit supersede the original SOW building dimensions, and all bidding shall be based on actual as-built wall areas observed during site inspection.

Question 17: What is the requirement for exterior metal painting as it relates to the exterior man door, steel corner guards, and overhead door lintels?

Answer 17: Roll up doors and one security door are not part of the scope. The steel corner guards attached to the block and lintel are part of the scope.

Question 18: Existing overhead door lintels show significant sign of deterioration, is it to be assumed repair/replacement is not expected within this contract?

Answer 18: Repair and painted lintels are expected in scope. See SOW 3.0 para 1

Question 19: Confirm whether existing sealants around wall penetrations, louvers, doors, frames and misc. mounted equipment are to be removed and replaced.

Answer 19: Sealant around one fan louvre on the back wall is expected to be properly sealed at completion

Question 20: What are the limitations of the term “repairs” under section 3.0 (2) for the CMU

Building?

• Confirm whether the intent is limited to cosmetic patching of spalled/damaged surfaces or includes removal/replacement of deteriorated CMU and repointing of failed mortar joints.

• Provide required crack repair detail. Confirm whether cracks are to be routed and sealed, tuck pointed or investigated for structural movement.

Answer 20: See SOW 3.0 para 1 and 2

Question 21: Please confirm the period of performance for the project as the project window is

September 21st, 2026 – December 31st, 2026 and could be subject to impact of cold weather restricting the efforts of the requirements.

Answer 21: Period of performance is correct. Weather delays can be addressed if/when they happen.

Question 22: The provided dimensions of the building do not match that of the field observation and measurements, should the bid be based upon the provided building dimensions?

Answer 22: Based on Field measurements from site visit

Question 23: Has the agency determined which color they would like to have the area repainted. Does the agency have a specific paint number that must be complied with?

Answer 23: Closest match. See SOW 4.0 para 1.a.

Question 24: The SOW describes the building as 40 ft x 55 ft x 14 ft. Our field measurements put the length at approximately 66 ft, with wall heights varying from approximately 11 ft to 15 ft front to rear. Per the SOW requirement to report discrepancies, we are raising this now. Please confirm whether the Government intends the full as-built wall area to be coated.

Answer 24: Field measurements apply

Question 25: The building dates to 1940 and the SOW does not address lead. Three related items:

• Does the Government have an existing lead survey or prior testing results for this structure?

• Will the Government permit chip sampling by a certified firm prior to quote submission?

• If lead is present, will the Government accept a separately priced line item or option CLIN for lead-safe work practices, rather than requiring it to be absorbed into the base price?

Answer 25: The Main Building dates to the 40s. This Vehicle Service Building dates to the 80s.

• The test for lead paint was conducted recently in house with EPA recognized Lead Check swabs. Test results were negative for lead

• Yes, depends on time needed and not at government expense.

• TBD

Question 26: The SOW requires a high-build CMU coating but does not state a minimum dry film thickness. Please specify the required DFT per coat, or confirm the acceptable product line, so that all offerors price the same system.

Answer 26: See SOW 3.0 para 2

Question 27: A vertical crack approximately 8 to 10 ft long, crossing multiple block courses, is present near the service-bay area, with additional cracking at building corners.

Please confirm the Government's expectation: routing, patching, and coating to blend with the surrounding wall as part of this contract, or structural evaluation prior to coating.

Answer 27: See SOW 3.0 para 2 “grouting, patching, and coating to blend with the surrounding wall”

Question 28: The steel lintels above the service-bay openings show visible corrosion, including one support member with advanced deterioration.
