About this file

This is a Statement of Work for exterior painting services at the USDA Eastern Regional Research Center (ERRC) facility in Wyndmoor, Pennsylvania. The contractor must paint a 40 x 55 x 14 foot concrete masonry unit (CMU) building with approximately 45 linear feet of small cracks. The scope includes complete surface preparation, repairs, priming, and application of a full coating system in accordance with industry standards and manufacturer specifications.

Technical requirements include power washing the building, removing peeling paint to well-adhered edges, sealing exposed block surfaces, applying one coat of masonry primer to all exterior walls, and applying two coats of approved exterior high-build CMU coating. The contractor must protect adjacent surfaces, windows, doors, landscaping, and utilities while maintaining a clean work area throughout the project. All work must comply with UFGS 09 90 00 standards. Deliverables include product data sheets for sealer, primer, block filler (if required), and finish coats; color samples (current building is white); and a detailed work schedule and sequencing plan. No materials may be purchased or applied until submittals receive government approval. The contractor must provide a one-year warranty on installation and workmanship, notify the Contracting Officer's Representative upon completion, and schedule a final walkthrough for acceptance before invoicing. Security requirements mandate that contractors and subcontractors present picture identification at the main lobby before receiving visitor badges and maintain access only to COR-authorized areas.
