About this opportunity
The Department of the Air Force Special Operations Command is seeking vehicle management services for Hurlburt Field Air Force Base, including maintenance, repair, inspection, and accountability services for government-owned and GSA-leased vehicles. The contractor must provide minor, major, scheduled, unscheduled, and preventive maintenance services; perform on-base and mobile maintenance operations; maintain records using the Defense Property Accountability System and Defense Logistics Agency Enterprise External Business Portal; and comply with all applicable Department of the Air Force Instructions, federal, state, and local laws. The requirement encompasses four labor categories: Maintenance Scheduler (1,832 hours), Motor Vehicle Mechanic (3,664 hours), Training Specialist (1,832 hours), and Maintenance Mechanic Supervisor (1,832 hours) for the base period, with four identical one-year option periods. Award will be made using a lowest price technically acceptable evaluation methodology, with pricing reasonableness and technical acceptability as determining factors. Questions regarding the solicitation are due by January 28, 2026, at 2:00 PM CST, and written quotations must be submitted electronically by February 24, 2026, at 10:00 AM CST to the identified contracting officers.
This solicitation is designated as a Total Small Business set-aside under FAR 19.5 with NAICS code 811111 and a $9 million size standard, and there is no incumbent contractor currently performing these services. The Government has not disclosed an estimated contract value but requires offerors to propose their own staffing solutions and pricing to accommodate normal workload variability based on historical averages provided in Appendix 4. The base period of performance is 12 months with four optional one-year renewal periods, and all pricing must include labor, equipment, materials, tools, parts, mobilization, and delivery costs to the site. Prevailing wage rates apply under the Service Contract Act, with rates for automotive service positions ranging from $15.93 to $23.31 per hour plus $5.55 per hour in fringe benefits as established by wage determination effective December 3, 2025. Performance will take place at Hurlburt Field, Florida, with FOB Destination delivery terms.

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes only solicitation; Quotations are being requested and a written solicitation will not be issued. Submit written offers only, oral offers will not be accepted. Please respond to this RFQ by providing the following information in this document.The Hurlburt Field AFB 1st Special Operations Logistics Readiness Squadron (1 SOLRS) Vehicle Management provides effective management, receipt, assignment, accountability, operation, transfer, inspection, and maintenance services for the base vehiclefleet, tenant organization vehicles, selected registered and non-registered equipment, and transient vehicles. Vehicles assigned are a combination of in-house government-owned vehicles (Appendix 7) and General Services Administration (GSA) leased vehicles (Appendix 6). GSA vehicle servicing and maintenance shall be accomplished In Accordance With (IAW) GSA policy defined in the GSA packet maintained in each GSA-leased vehicle. Note: Maintenance services will not include GSA-leased vehicles. Services will only include monitoring/tracking of work completed. Services include providing minor, major, unscheduled, scheduled, and preventive maintenance services for the government nonleased vehicle fleet, using in-house, contract and warranty services; performing on-base and local area mobile maintenance services; maintaining maintenance records; providing analysis and reports using the Defense Property Accountability System (DPAS) and Defense Logistics Agency (DLA) Enterprise External Business Portal (EEBT) link, and providing materiel support through government and commercial vendors and agencies. The contractor shall comply with Department of the Air Force Instructions (DAFIs/AFIs), all federal, state, and local laws in the performance of this Performance Work Statement (PWS).
