FA441726Q0009 VEHICLE MANAGEMENT SERVICES Q&A

1. Would you kindly confirm if this is an entirely new effort or is there an incumbent currently providing these services? If so, would you please provide the incumbent contract details?

- This requirement is a new services contract. There is no incumbent contractor currently performing this work. As this is a new requirement, there is no prior contract scope or staffing baseline for comparison. The Government does not provide FTE estimates.

Offerors are responsible for proposing staffing solutions to meet the PWS.

2. Would you please provide the set aside for the opportunity?

- The acquisition is set aside for Total Small Business, in accordance with FAR 19.5, as stated in the solicitation, SAM.gov Classification Section.

3. What is the contract value for this opportunity?

- The Government does not publicly disclose an estimated contract value for this requirement. Offerors shall propose pricing in accordance with solicitation instructions.

4. What is the anticipated timeline or quarter for the RFP release?

This solicitation is issued and is active as a combined synopsis/solicitation. Offerors shall refer to the solicitation for applicable submission deadlines.

5. Can you map the LCATs to the PWS tasks to show which specific tasks will be performed by which personnel?

6. Have you identified LCAT-specific requirements such as training, education, security clearance, years of experience etc? Can you provide this information?

- Personnel qualification requirements are identified in the PWS, including Sections 1.2, 3.5.1, and 8.2. The Government does not prescribe labor categories beyond those requirements. Offerors are responsible for ensuring proposed personnel meet or exceed the qualifications specified in the PWS.

7. Is this work currently being performed by a contractor?

This was an oversight and will be amended.

9. Part II Technical Instructions (doc RFI pg 5): item 2c “quotations shall provide convincing rationale addressing how the technical portion of the offer meets solicitation requirements. Offers shall assume the” is there something missing from the statement or was it intended to flow into 2d?

“Offers shall assume the” was meant to flow for 2(d), will be amended.

10. PWS 1.2.1.4: vehicle management training leader (doc PWS pg 5): can the government clarify whether the training leader is expected to develop original training content?

COR Response:

The Training Leader is expected to administer, track, and manage training requirements in accordance with applicable Air Force guidance and systems. Development of original training content is not required unless otherwise directed by the Government.

VM SME Note: The intent is for administration, tracking, and identifying training needs for vehicle management personnel.

11. PWS 4.2 GPP (doc RFI pg 7): the PWS states, personnel involved in this process must complete the required “Green Procurement” computer-based training.” Can you specify when this training is expected to be completed (i.e during phase-in period, 30 days after contract award etc.)?

- Green Procurement training shall be completed during contract performance in accordance with PWS Section 4.2 and applicable Air Force policy. Specific timelines will be coordinated post-award.

12. PWS Appendix 4 (doc RFI pg 25): appendix 4 provides monthly workload estimates for maintenance actions. Can the government confirm that these estimates are historical averages and not guaranteed minimum or maximum workloads, and that CLIN labor hours are intended to accommodate normal workload variance?

-Yes. Appendix 4 workload estimates are provided for planning purposes only. They represent estimated workloads and do not constitute guaranteed minimums or maximums.

Offerors shall propose pricing and staffing sufficient to accommodate normal workload variability.

13. If this work is currently being performed by a contractor, can you tell us if the scope has changed and in what ways from the current contract to the one proposed in the RFQ?

- This requirement is a new services contract. There is no incumbent contractor currently performing this work. As this is a new requirement, there is no prior contract scope or staffing baseline for comparison. The Government does not provide FTE estimates.

15. is it the government’s intent to utilize wage determination sca and if so, will it be provided for this solicitation?

- Service Contract Act (SCA) applicability and any required wage determinations are addressed in the solicitation.

16. on the RFQ, the government has 05190 listed as the Motor Vehicle Mechanic Occupation Tile code, however, according to appendix 7 government-owned vehicles in-house government-owned vehicles – master list (wing users) authorized, it appears there are several vehicles that meet the heavy vehicle description. May we recommend both positions updated to 23430 – heavy equipment mechanic occupation code to better align with the requirements while still covering general vehicles? Utilizing a 05190-occupation code will create an issue in hiring due to the $6+ difference in pay.

- The Government will not prescribe occupation codes beyond those identified in the solicitation. Offerors are responsible for proposing labor categories and compensation structures that meet PWS requirements.

17. PWS: 4.3 Fuel issues. Attain access to the Defense Logistics Agency (DLA) Enterprise External Business Portal (EEBP) website, https://business.dla.mil/landing/index.jsp. Perform a download of fuel issue data from the DLA EEBP link, screen for accuracy, resolve discrepancies, and input into DPAS. Download/input frequency will be at least weekly – is this managing the fuel yard for refuelers, i.e. issuing and receiving bulk fuel?

COR Response: No. PWS Section 4.3 requires access to DLA systems for monitoring, reconciling, and inputting fuel issue data into DPAS. This does not include managing a fuel yard, issuing bulk fuel, or fuel distribution operations.

This requirement is only for monitoring and reconciliation of the meters on the refueling vehicles assigned to Hurlburt Field.

- Appendix 5 provides estimated training workload data for planning purposes only. These estimates are not guaranteed quantities.

19. Appendix 7 Government owned vehicles workload – is this the actual quantity of vehicles currently owned (on hand) or only authorized list?

- Appendix 7 reflects the authorized vehicle list. Actual vehicle quantities may fluctuate during contract performance.

The vehicle quantities will fluctuate day-to-day, and the numbers reflect the approved authorizations at the time of drafting the PWS.

20. Can a wage determination be provided for each personnel needed?

- Service Contract Act (SCA) applicability and any required wage determinations are addressed in the solicitation.

21. Do the quantities in the pricing sheet represent total hours annually for each personnel needed and I assume 1,832 is for part-time positions and 3,664 for full-time?

- Pricing quantities are provided for evaluation purposes. Offerors are responsible for proposing pricing consistent with their staffing approach and understanding of the PWS.

22. Do these quantities include federal holidays, and do you foresee any mandatory overtime or emergency after-hour situations?

- Normal hours of operation and holiday schedules are identified in the PWS. Any support outside normal duty hours is addressed in PWS Section 8.6, Mandatory overtime is not guaranteed.

23. Section 5.2.2 Reimbursable Report. Will the contractor be responsible for all upfront parts and material costs such as: vehicle parts, tires, fluids, supplies, materials etc?

- Reimbursable parts and materials are addressed in PWS Section 5.2.2. Allowable reimbursable costs will be processed in accordance with the contract terms.

The contractor is not responsible for all upfront parts. This statement is for reconciliation and capturing repairs and parts to be charged to reimbursable organizations and not the contractor.

24. Are there any instances where the contractor would use government provided vendors, parts and materials?

- Government-provided property and services are identified in PWS Section 7. No additional Government-furnished vendors or materials are guaranteed.

25. Is there an incumbent currently providing these services and if so, can the contract # be provided?

- This requirement is a new services contract. There is no incumbent contractor currently performing this work. As this is a new requirement, there is no prior contract scope or staffing baseline for comparison. The Government does not provide FTE estimates.

Offerors are responsible for proposing staffing solutions to meet the PWS.

26. PWS sections 1.2.1.1 & 1.2.1.2: the contractor is to provide a vehicle mechanic and firefighting & aircraft refueling mechanic. The line items provided only list one mechanic (motor vehicle mechanic). Should both mechanics cost be listed in line item 0002 or will this be updated to reflect multiple mechanics?

- Offerors shall propose staffing and pricing consistent with their technical approach. The Government will not direct how labor is distributed across line items.

27. PWS section 3.5 mobile maintenance: is the mobile maintenance vehicle provided or is the contractor providing the vehicle? Is the contractor expected to provide any of the mobile tools or supplies?

-Government-provided property and services are identified in PWS Section 7. Any additional vehicles, tools, or supplies required to perform the work are the contractors responsibility unless otherwise stated.

Vehicles, tools, and equipment will be provided and joint use with the contractor and government employees.

28. Technical portion of RFQ: what is the technical factor(s) being used for evaluation of the technical submission? 52.212-2 only contains evaluating factors for price.

- Evaluation factors are identified in the solicitation. Offerors shall submit proposals in accordance with FAR 52.212-2 and solicitation instructions.

29. PWS 1.2.1.3: states that one of the duties of the contractor is to “establish and manage the vehicle control program.” Can the government please confirm if an existing contract is in place and if the contractor has established a VCP?

- No. The contractor is responsible for establishing and managing the Vehicle Control Program in accordance with PWS Section 1.2.1.3.

30. PWS 5.3.3.2: states that a quality control plan is to be submitted with the proposal, however, proposal submittal instructions do not mention a QCP or desired content. Can the government please clarify if a QCP is due with the proposal and provide clarification on expected contents?

- Yes. A Quality Control Plan shall be submitted with the proposal in accordance with PWS Section 5.3.3.2.

31. What is the period of performance for this requirement?

- The period of performance is identified in the solicitation.

32. Is there a site visit planned prior to due date?

- No site visit is currently planned.

33. RFQ instructions bottom pg 4 & top of pg 5 state “offerors shall submit the following information in Part II” but fails to list any specific contents required for the technical proposal.

Can the government please specify what you want included in the technical volume and the evaluation criteria of the technical volume?

- Offerors shall submit sufficient technical information to demonstrate understanding of the PWS and ability to perform the required services. No additional technical content beyond solicitation instructions is required.
