About this opportunity

The General Services Administration's Federal Acquisition Service is seeking to establish a single Blanket Purchase Agreement (BPA) for Vehicle Data Standardization services, specifically focused on automated VIN decoding through a secure Application Programming Interface (API) connection. This procurement supports GSA's Fleet Program Office by providing standardized Original Equipment Manufacturer (OEM) build-level and engineered data for government vehicles, addressing current manual data entry challenges across a diverse fleet including passenger vehicles, light trucks, medium and heavy-duty vehicles, trailers, buses, and ambulances. The contractor must provide real-time data retrieval with clear sourcing indicators from direct OEM data sources such as Ford, General Motors, Hyundai, Nissan, Stellantis, and Subaru, while maintaining strict data security and government ownership requirements. The evaluation will be conducted on a lowest price technically acceptable basis, considering three factors: Technical Capability (including Section 508 compliance), Past Performance, and Price. Questions were due by June 16, 2025, and the quote submission deadline has been extended to June 30, 2025, at 5:00 p.m. Eastern.

This solicitation does not utilize any set-aside designations and represents a re-compete of previously awarded contract 47QMCA20A0003. The total potential BPA value includes a base year of $117,205 and four option years ranging from $15,858 to $33,219, with quantities for Vehicle Standardization Data varying from 45,308 to 334,871 units across the different periods. The contract structure includes a 12-month base period with four 12-month option periods, and all collected data remains government property with strict prohibitions on third-party data reselling or analytics. The place of performance is Washington, DC 20405, and the BPA allows for cancellation by either party with 30 calendar days' written notice, though existing orders must be completed. A virtual project kick-off meeting will be scheduled within 10 business days after award, with invoices required to be submitted electronically by the 10th of each month.
