The Advanced Propulsor Management Office seeks machined components in two categories—Regular and Large—including body tubes, top caps, bottom caps, single mass components, shim rings, end masses, and center masses, per specified engineering drawings. The contractor must deliver finished parts to Kittery, Maine or Bethesda, Maryland within 90 days for orders of 1–200 units, 180 days for 201–400 units, and 270 days for 401–650 units. Work includes material procurement, machining, acetone cleaning, First Article Inspection, Lot Acceptance Inspection, and packaging. The contractor must also provide up to 500 hours annually of engineering services supporting design reviews, design changes, and drawing creation.
Quality compliance requires ISO 9001:2015 certification or approved alternative, with dimensional and visual inspections meeting 20 percent measurement uncertainty tolerances. Contractors must submit multiple Contract Data Requirements List deliverables including inspection results reports, certificates of conformance, bi-weekly progress reports, configuration management plans, and quality status reports. A Post-Award Conference is mandatory within 30 days of award.
Respondents must demonstrate capability to meet requirements and schedule within a ten-page maximum response, and disclose any barriers to proposal submission. The Government will structure this as a Commercial Buy under FAR Part 15 incorporating engineering services. RFP release is planned for end of July 2026, with anticipated award in January 2027.
