12 February 2026 Statement of Work
VCS Devices Piece Parts
1. BACKGROUND: The Advanced Propulsor Management Office (APMO) (Code 808) in the Naval Architecture and Engineering Department (Code 80) of the Naval Surface Warfare Center, Carderock Division (NSWCCD) is responsible for managing the manufacture and delivery of United States Navy submarine propulsors. The APMO requires the fabrication of nickel aluminum bronze (NAB) devices in multiple configurations. Device piece parts are classified into two categories: Regular and Large. The Regular category encompasses several configurations, as defined in References 2.1 through 2.4. The Large category is delineated in References 2.5 through 2.10. Comment by Good, Jordan S CIV USN NSWC CRD BDA MD (USA): If we currently believe that this contract will be structured similarly and the purchased materials are commercial, do we already have market research of potential commercial sources? If we already have market research does that show that these materials are commercial? Comment by Zidan, Yara M CIV USN NSWC CRD BDA MD (USA): A similar requirement was previously solicited by the SAP branch, and my understanding is that they received three bids. We are aware of at least two companies, AIM and AFC Tool, that have the capability to perform this work. This SOW will be released as part of the RFI process, which should give us greater visibility into additional vendors that may be capable of meeting the requirement. Comment by Ameer, Abeer J CIV USN NSWC CRD BDA MD (USA): The last IDIQ was considered a SAPCOM because the items were commercial. Are the new configurations still similar/same as the ones on N0016719D0005? Comment by Zidan, Yara M CIV USN NSWC CRD BDA MD (USA): Per the TA, the requirement will follow the same structure as the previous IDIQ SAPCOM, including the use of stepladder pricing. The only substantive change from the prior award is the addition of an engineering services CLIN.
Regarding the configurations, the updated references incorporate new material specifications, specifically a different alloy type, as well as revised marking requirements.
2. SCOPE: The contractor shall manufacture piece parts constructed out of materials meeting the requirements in references 2.1 thru 2.10. The contractor shall furnish all labor, equipment, and materials necessary to perform the tasking in accordance with the references.

Comment by Zidan, Yara M CIV USN NSWC CRD BDA MD (USA): Per the TA, 500 hours per year.
4.2 Inspection Criteria
4.2.1 First Article (FA) Acceptance Requirements: First Article Acceptance requires approval of both contractor and Government inspections and tests. It shall occur after delivery order (DO) award and before full‑rate production. First Article units shall be produced using the same equipment and procedures planned for full‑rate production. Quantities will be specified in the DO.
4.2.2 First Article Inspection (FAI) Requirements: The contractor shall perform a First Article Inspection (FAI) and submit the results to the Government via (CDRL A001). The FAI shall verify that delivered piece parts and sub‑components were evaluated using acceptance inspection plans or procedures that confirm compliance with the drawing references identified in each DO. The Government reserves the right to witness any or all inspections. Comment by Ameer, Abeer J CIV USN NSWC CRD BDA MD (USA): All of the piece parts? Comment by Zidan, Yara M CIV USN NSWC CRD BDA MD (USA): Per the TA, yes that is correct.
Inspection requirements will be specified in each DO. At a minimum, the contractor shall perform:
· Dimensional Inspection
· Visual Inspection
· Material Certificates of Conformance/Analysis Dimensional Inspection results shall be submitted via (CDRL A001) as part of production certification. The measurement equipment shall have proof of calibration and be traceable to a nationally recognized standard. Substantiating documentation shall be appended to (CDRL A001). Note. The measurement uncertainty associated with each device must be within +/-20% of the feature tolerance that it is being used to verify.

First Article approval applies only to the DO under which it is granted, unless the Government extends approval to additional DOs. If production is interrupted for more than 12 months, two or more consecutive lots failing the lot acceptance criteria, or if changes occur in equipment, personnel, procedures, or other factors that may affect product quality, the Government may require additional First Article samples before production resumes. Comment by Ameer, Abeer J CIV USN NSWC CRD BDA MD (USA): What is this trying to say? Comment by Zidan, Yara M CIV USN NSWC CRD BDA MD (USA): Per the TA, The first article applies only to the delivery order under which it is issued. For example, if a first article is required on DO #1, it is valid only for that order and must be successfully passed before moving to full‑rate production for that DO.
However, if the government accepts that first article on DO #1, it may use that approval to authorize full‑rate production on a subsequent delivery order without requiring another first article if stated in that order.
The Government may require additional samples, tests, or cost compensation for Government testing if any item fails to meet DO requirements. Production prior to formal First Article acceptance is strictly prohibited.
4.2.4 Lot Acceptance Requirements: Lot Acceptance consists of the Government’s review and acceptance of the Contractor’s inspections. Required inspections will be specified in each DO. Potential inspections and tests the Contractor may be responsible for include:

Shim Rings (PR15023) shall receive 100% inspection as required.
All inspections shall be performed in accordance with drawing requirements, after machining all features and prior to packaging for shipment. Randomly selected units for inspection shall be chosen by the Government and provided to the contractor after the contractor notifies the Government that half of the lot for a given CLIN has been completed. This process applies to each CLIN exercised under the DO.
Dimensional inspection results shall be submitted as (CDRL A002) for production certification and shall include results for every CLIN in the DO. Measurement equipment shall have proof of calibration and be traceable to a nationally recognized standard. Supporting documentation shall be included in (CDRL A002). Measurement uncertainty for each device shall be within ±20% of the tolerance of the feature being verified.
Any dimensional deviation occurring during production shall require a process evaluation and a full repeat of the configuration management task. The production certification for each lot (CDRL A002) shall identify any parts requiring reevaluation or rework.
4.2.6 Lot Acceptance Inspection Report: The Contractor shall prepare and submit a Lot Acceptance Inspection Results Report (CDRL A002) documenting the inspection methodology, tooling used, and results of all Contractor‑performed inspections.
