About this opportunity

The Department of the Interior's Bureau of Reclamation is seeking a small business contractor to provide vault toilet pumping services at Memorial Bridge Plaza. The solicitation (140R3025Q0023) requires a vendor to manage all aspects of waste disposal for 7 vault toilets, including labor, materials, and transportation in compliance with applicable regulations. The contract involves pumping 4 toilets on the bridge an average of 10 times per year and 3 trail/overflow toilets an average of 3 times per year. Proposals are due by April 21, 2025, with the solicitation posted on March 31, 2025. The contract amendment (dated April 8, 2025) provides additional clarification and answers to potential offerors' questions, emphasizing that failure to acknowledge the amendment could result in offer rejection.

The contract is designated as a total small business set-aside under the North American Industry Classification System (NAICS) code 562991 for Septic Tank and Related Services. The period of performance is scheduled from May 1, 2025, to April 30, 2030, indicating a five-year contract term. The previous contract for these services was BPA 140R3023A0009, suggesting this is a re-solicitation of an existing service requirement. Each vault toilet has a 1,000-gallon capacity, and the service will be performed at the Memorial Bridge Plaza location. While specific award value details are not explicitly stated, the contract involves regular maintenance services for multiple vault toilets, indicating a consistent and potentially significant ongoing service requirement for the Bureau of Reclamation's Lower Colorado Region.
