About this opportunity

The Virginia National Guard (VaNG) is seeking to establish multiple Blanket Purchase Agreements (BPAs) for lodging room rentals to provide single and double occupancy, non-smoking hotel rooms for authorized VaNG members in the Fairfax County and Fort Belvoir areas. The procurement will be conducted under FAR Part 13 Simplified Acquisition Procedures, with vendors required to provide midscale hotel accommodations that meet specific quality and safety standards, including secure access, clean facilities, and standard amenities like internet, television, refrigerator, and microwave within a ten-mile radius of the specified locations. Evaluation will be based on best value considering location proximity to the two target areas, maximum number of rooms a vendor can provide, and lowest fair and reasonable pricing. Interested contractors must submit questions by August 11, 2025, at 11:00 a.m. EDT, and submit their completed price lists and representations and certifications by September 2, 2025, at 11:00 a.m. EDT. The government intends to make awards without conducting discussions, though the Contracting Officer reserves the right to hold discussions if necessary.

This solicitation is designated as a 100% small business set-aside under NAICS code 72111 (Hotels except Casino Hotels and Motels) with a small business size standard of $40 million in annual receipts. Each BPA will have a maximum ceiling of $250,000 over a 60-month ordering period, with individual call orders ranging from a minimum of $1.00 to a maximum of $30,000. The procurement will result in multiple firm-fixed price BPAs, with the exact number determined by the Contracting Officer based on responses received and what is deemed most advantageous to the VaNG. Services will be performed in the Fort Belvoir, Virginia area, specifically targeting hotels within the Fairfax County and Fort Belvoir regions. Vendors must hold their submitted prices firm for 60 days after submission, with the option to update pricing annually at the start of each government fiscal year beginning October 1st.

The NG protest decision goal is to resolve protests within 35 calendar days from filing.
