About this opportunity
The Department of Veterans Affairs Office of Construction and Facilities Management is soliciting proposals for the installation of security turnstiles at two lobby locations (Vermont Avenue NW and I Street) at 810 Vermont Avenue NW in Washington, DC. The contractor must provide all labor, materials, equipment, and supervision to install waist-high clear door barrier turnstiles with card readers on both entrance and exit sides, compatible with the existing VA HSPD-12 software and Lenel OnGuard access control system while maintaining compliance with all applicable life safety and building codes. The procurement will use a Best Value Trade Off source selection process, evaluating proposals on four factors: company experience (requiring a minimum of five years performing construction projects under NAICS code 236220 with 2-3 recent contracts demonstrating government experience), project management (including detailed plans and qualified personnel serving as Project Manager and Site Superintendent/Safety and Health Officer/Quality Control Manager), past performance (evaluated through CPARS data, Past Performance Questionnaires, and General Contractor Reference Forms), and price (evaluated separately for fairness and reasonableness). Requests for Information were due by January 22, 2026, and proposals are due by February 6, 2026, with a mandatory site visit and pre-proposal conference held on January 15, 2026.
This procurement is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), with a subcontracting compliance requirement limiting non-SDVOSB/VOSB subcontracting to no more than 85% of the government-paid contract amount. The estimated contract value ranges between $500,000 and $1,000,000, with a 225-calendar-day performance period commencing from the Notice to Proceed, encompassing design, government review, installation, testing, and final acceptance. The base contract includes turnstile installation at both lobby locations, with optional CLINs for removing an existing revolving door, installing interior rugs, and installing exterior rugs. Work may be performed during standard business hours (Monday-Friday, 6 a.m. to 6 p.m., excluding federal holidays) if noise and egress impacts are minimized; otherwise, work must occur outside business hours. Contractors must comply with applicable wage determinations for the District of Columbia and be registered in the System for Award Management (SAM), with all staff requiring Real ID documentation and VA security vetting.
