Statement of Work
A. Requirement
a. The Department of Veterans Affairs requires a qualified and eligible construction contractor to install security turnstiles that are compatible with existing Veterans Affairs (VA) HSPD-12 software and are compliant with all applicable life safety and building codes. The location of this project is:
Veterans Affairs Central Office (VACO) 810 Vermont Avenue NW Washington, D.C. 20420
B. Background
a. Construction of the VACO building was completed in 1919 and has received multiple modernization projects throughout the years. It is a National Historic Landmark and part of the Lafayette Square National Historic Landmark District.
b. The intent of this turnstile project is to provide an additional security feature as well as provide time and attendance data to the VA at both the Vermont Street and I Street entrances. The new system must be compatible with existing VA software.
c. It will be the construction contractor’s responsibility to determine acceptable and compliant entry/exit egress.
d. The General Services Administration (GSA) has oversight in this project. As such, they will provide comments on the final shop drawing submittal before construction begins. It is imperative that all applicable building and life safety codes be followed.
e. While the VACO building is a historical building, the lobbies are not original. As such, core drilling as needed is allowed with prior approval from the COR.
f. Both locations will have control panels mounted at the security desk to control the turnstile gates.
g. All turnstiles can be set to have gates open at all times but require users to scan their badge.
h. Both locations will have a monitor to display photo from PIV.
C. Scope of Work
a. Shop Drawing Design Submittal Requirements:
i. Provide a shop drawing whose layout and design compliments the historical nature of the VACO building. The shop drawing design will be determined and agreed upon by GSA/VA and incorporate the necessary number of security turnstiles at the Vermont Avenue and I Street lobbies. However, it is anticipated to include the following, but could be modified during the submittal process:
1. 810 Vermont Main Entrance 4 total lanes
3 standard lanes
1 ADA lane for the ramp
2. “I” Street Employee Entrance 3 total lanes
2 standard lanes
1 ADA lane for the ramp
The shop drawing design submittals shall be submitted to the VA as follows:
a) Concept Design
b) 100% Shop Drawing Design Submission
c) Issued for Construction (IFC) Submission
Please note that the VA review time is 14 Calendar Days.
ii. Both locations will have turnstile control panels mounted at the security desk to control the turnstile gates.
iii. The turnstiles are required to be integrated into the current HSPD-12 Lenel
Onguard Access Control System 8.1 or higher, thus allowing fully accredited individuals to tap their HSPD-12 badge to activate the turnstile and gain access into the building.
iv. Meet with the Contracting Officers Representative (COR) and VA team as needed to determine factors which may steer the shop drawing design.
v. Ensure all applicable life safety and building codes are met to include, but not limited to, tying into the existing fire alarm system in the design.
vi. Receive acceptance for the final shop drawing design submittal from the COR before moving to the construction phase. The COR will be responsible for ensuring GSA approval before communicating the overall approval by the COR.
vii. In the event that in adhering to life safety codes require a more extensive scope of work to include removal of the revolving doors and other egress routing measures, stop all work and consult with the COR and Contracting Officer for a plan of action forward.
b. Construction Services After Shop Drawing Design Submittal
i. Furnish and install all labor and materials for the approved number of turnstiles at the Vermont Avenue NW and I Street lobbies to include but not limited to the following.

b. All proposed pathways must be reviewed and approved by the COR prior to installation via the shop drawing design submittal process.
c. MC cable is not allowed for the power of the turnstiles and power to be provided in rigid conduit.
