About this file

This document is an Amendment to Solicitation for the VACO Building Security Turnstiles project (Solicitation #36C10F26R0025) issued by the Department of Veterans Affairs, Office of Construction and Facilities Management. The amendment incorporates 96 questions and answers (RFIs) addressing technical specifications, design requirements, scheduling, and evaluation criteria for the project. The solicitation requires installation of high-speed access control turnstiles at two lobby locations (Vermont Avenue and I Street) at 810 Vermont Avenue NW, Washington, DC, with a 225 calendar day performance period following Notice to Proceed. Key technical requirements include waist-high clear door barriers with card readers on both entrance and exit sides, rigid conduit power distribution (no MC cable), HID 921PHRNEK0032W card readers compatible with existing Lenel OnGuard systems, core drilling for power and data cabling, new Lenel access control boards and power supplies, UPS battery backup to allow door opening during power loss, Arc Flash Study, and fire alarm interface coordination with Convergint. Design services are required for base work and optional CLINs using a three-phase submittal process (Concept Design, 100% Shop Drawing Design, and Issued for Construction) with 14-day government review periods and licensed architect stamps required.

Work may be performed during business hours (Monday-Friday 6am-6pm) if noise and egress impacts are minimized, or outside business hours as needed; partial lane shutdowns are acceptable at Vermont lobby but most I Street work must occur outside business hours. Optional CLINs include storefront door replacement and interior/exterior rugs selected by contractor with government approval. The evaluation factors emphasize company experience with 5 years minimum on NAICS code 236220 construction projects (2-3 contracts/task orders with recency within 5 years), project management qualifications for a single Project Manager and Superintendent with SSHO/QCM capabilities, and past performance via CPARS or PPQs. No hazardous materials are known in affected areas; contractor must stop work if suspected materials are encountered. Proposal due date remains unchanged; the amendment was issued January 27, 2026, effective January 6, 2026.

RFIs Solicitation #: 36C10F26R0025 Project: VACO Building Security Turnstiles

1. Background/Reference: With the turnstile lanes, we talked about the clear door barrier solution that's utilized quite extensively at other federal facilities for which we have provided a complete solution.

Question: These typically come in a waist high and approximately a 6' high clear either glass or plastic quick opening barrier. Is your preference the waist high or the taller barrier type?

Answer: Preference is waist high and shall be priced as such.

2. Background/Reference: The high-speed access control turnstiles can have an entry only reader with free egress, or an exit reader required for egress and, if not presented, still allows for exit, but initiates a violation notification.

Question: With your facility having quite a few non-credentialed individuals, are you planning to have free egress for all or just a few or will egress be supervised with a required exit card reader?

Answer: Provide card readers on each side of the turnstile (entrance and exit). This allows for both scenarios. VA Security to determine how it will be utilized during the implementation phase.

3. Background/Reference: With most facilities, there are two options for providing the required electric and low voltage circuits for each of the cabinets in the turnstile barrier configuration. Option 1 is these units are bolted directly to the floor with a required 1" hole through the floor for raceway for AC electric, and another 1" hole for the circuit cabling to be brought in. The other option utilizes a very low profile mounting plate that the barriers are actually bolted to that plate, the plate has an approximate 1" cavity in it to allow the required electric and circuits to come in off of the wall into the side of the plate or just one penetration where the electric and circuit cabling comes into the plate through the floor allowing the distribution of the various cabinets to be achieved with no other floor penetrations.

Question: Does VA prefer the units to be directly bolted to the floor, each with own floor penetration or utilize the low-profile mounting plate in this design that limits the penetration to a single pull and/or to come off of the wall?

Answer: Bolted to the floor, each with own floor penetration.

4. Background/Reference: Regarding the access control configuration, we have previously provided such additions to this facility. Please confirm the same process as we were acclimated to before where we provide the circuit connectivity into your existing platform to a direct board or via the network.

Question: Is the scope is to include the entire equipment cabinet , all of the access control processing equipment, power supplies and cabling along with the actual readers for each of the barrier lanes, and bring up for local testing where your security team can then download the appropriate operating parameters to the CPU, is this the case with this project?

Answer: Yes, the contractor will provide all of the equipment, power and data as described above and make all the necessary connections. The VA PACs team will work

Project: VACO Building Security Turnstiles with the contractor to make the connection to the existing system as described in the scope of work.

5. Background/Reference: With the unique design of your facility, the placements of these units are important to understand the preference of your VA team.

Question: Do you prefer the turnstile lanes to be at the bottom of the steps when possible, or at the top of the steps when possible?

Answer: The preferred option is the bottom of the steps. The exact location, whether the bottom of the steps or top of the steps, will be determined and approved during the concept design submittal phase.

6. Background/Reference: With the large number of attendees at the solicitation, we would like to receive a list of all attending participants with name and company name, as you find appropriate.

Answer: Please see attached pre-registration list.

7. Background/Reference: We looked at two AC main power points, at the two locations specified for tie-ins.

Question: Is the power to be utilized on an emergency circuit or standard building power?

Answer: If available, emergency circuit is preferred. Standard is also acceptable.

Turnstile must have enough battery backup to open upon loss of power.

8. Question: If an emergency backup generator or other power is not available, would you like this scope to include a UPS or Uninterruptible Power Supply to the units to allow them to function for at least a short time should the building's main power cut out?

Answer: Yes, in the event of a power outage, the intent is to have enough battery backup to open the doors and leave them open until the power and system is restored.

Manual opening should also be an option.

9. Question: Is there a preferred completion date for this project? Please inform us of the required completion date and/or preferred completion date if different.

Answer: The completion date is 225 Calendar Days after the Notice to Proceed is issued. See reference contained in Block 11, SF1442 of the Solicitation.

10. Question: Please re-confirm the time of day and date of week where our electrical and security team will have building access.

Answer: The intent is to allow work to be performed during business hours as defined in the scope of work. This however, can only be allowed if 1 – noise generated from the construction does not interfere with VA employees and 2 – egress is maintained for the number of employees noted in the scope of work. It is the contractor’s responsibility to determine if night or weekend work is required. Either will be supported by the VA.

11. Question: Our preferred turnstile manufacturer has several options for various finishes, is there any special preference of the finish for these turnstile lanes?

Project: VACO Building Security Turnstiles

Answer: The intent is for the selected contractor to suggest finish options which complement the existing space during the submittals phase.

12. Question: Please confirm the manufacturer of the current fire alarm in place along with an authorized VA vendor to contract with for the required fire relay dropout equipment.

Answer: This is listed in the scope of work.

13. Question: Please confirm the preferred part number of the readers for this application to tie into our new access control equipment that is completely compatible and of same part numbers as your existing platform.

Answer: As noted in the SOW, HID 921PHRNEK0032W.

14. Reference: Architectural Design Concept

Question: Can you please provide architectural design concept?

Answer: An architectural design concept does not exist at this time. The design concept/approval will be determined during the shop drawing submittal process.

15. Reference: D-B

Question: Is this project Design-Build?

Answer: This project is not a design-build project in the sense that the Federal Acquisition Regulation describes. Instead, the architectural design concept / layout will be determined during the shop drawing submittal process.

16. Reference: Resumes for Factor 2

Question: Factor 2 says to provide: resume/credentials for: project manager, site superintendent and proposed subcontractors. Does this mean just 1 proposed PM and 1 proposed Super? Or is it asking for more availability than that since it is being asked in a “project management plan”?

Answer: This project requires one Project Manager and one Superintendent until project completion. The resumes should be for these proposed key personnel, which should be outlined in the Project Management Plan (PMP). PMP does not need to propose more than one Project Manager or Superintendent. Not applicable for proposed subcontractors. See updated Basis of Award and Evaluation Factors for details.

17. Reference: Subcontractor Information

Question: Factor 2 says to provide: resume/credentials for: project manager, site superintendent and proposed subcontractors. Please confirm if we only have to include for major subs.

Answer: The Project Management Plan should cover the proposed Project Manager and Superintendent (with SSHO and QCM qualifications) for the Prime Contractor. Not applicable for proposed subcontractors. See updated Basis of Award and Evaluation Factors for details.

18. Reference: CPARS

Question: Can we submit CPARS instead of getting new PPQs?

Answer: Yes, CPARS can be provided for the submitted contracts/task orders under Evaluation Factor #1 and no new PPQs are needed. The intent is to obtain past performance for the submitted contracts/task orders whether it is via CPARS or PPQs.

19. Reference: Previously completed PPQs

Question: May we please submit previously completed PPQs?

Answer: If the PPQs are related to the contracts/task orders under Evaluation Factor #1 and previously completed, then they can be submitted. The PPQs do not need to be refreshed.

20. Reference: Project Relevancy

Question: Would a project that does not include security turnstiles still be considered relevant it the project has other relevant qualities?

Answer: Project Relevancy does not need to be specific installation of security turnstiles but should be construction services relating to installation of equipment with electrical scope of work or alternation of space including core drilling, coordination of different elements of scope, etc.

21. Reference: Joint Venture

Question: Please confirm if a JV is submitting a bid but the JV itself does not have relevant experience and only one member of the JV has relevant experience, that it is acceptable to submit projects from only 1 member of the joint venture.

Answer: If submitting as a Joint Venture, the JV entity itself does not need relevant experience as long as the JV partners, collectively, have the necessary experience and contract examples.

22. Question: What is the brand name of the fire alarm equipment?

Answer: Access to the fire alarm equipment was provided during the walk-through. The fire alarm PM contractors contact information was provided in the scope of work.

23. Question: What are the Badging requirements, if any?

Answer: GSA or other agency contracting badge is preferred. Regardless, a complete worker list will be provided to the COR a minimum of 10 working days in advance so that it can be provided to VA Security for vetting. Workers will provide Real ID to security upon arrival and go through security screening on a daily basis. Security is staffed at 810 Vermont 7 days a week, 24 hours a day.

24. Question: Is there a dumpster lay down space?

Answer: No onsite dumpster space is available. Would need to permit through DC if parking or dumpster space is needed.

25. Question: What is the time that work can commence and noise cut off times? Can ½ of the space be blocked off for day work?

Answer: VA will accommodate all work hours, noise must not resonate into the building where it impacts VA employees. For ceiling space under the Vermont lobby, work will need to be performed outside of business hours as the space will need to remain open during business hours. Business hours are noted in the scope of work.

26. Question: Is there a basis of design for the turnstiles?

Answer: There is no basis of design. The architectural design concept / layout will be determined during the shop drawing submittal process.

27. Question: If UPS is required at the turnstile units, what is the run time required?

Answer: Battery backup is only needed to open the doors in the event of a power loss.

Manual opening is also needed.

28. Question: Is there enough space available in existing panels for backup power connections?

Answer: Yes, all panels were presented for inspection during the walkthrough.

29. Question: Are there any specifications available?

Answer: There are no specifications available. However, standard information contained on the VA CFM TIL website for specifications that would be applicable to this project and incorporated by reference such as safety requirements, waste management, etc.

30. Question: Can the Government confirm whether the contractor is required to retain a licensed design professional of record to provide stamped architectural and electrical design services related to life safety, egress, power distribution, and system integration for the turnstile layout, or whether the Government intends to accept delegated design limited to manufacturer shop drawings reviewed and approved by GSA and VA?

Answer: A licensed Architect is required whether on staff or subcontracted as only this professional can properly address the egress and life safety questions. The approved design submittals will need to be stamped.

31. Question: Can the Government clarify whether any formal code equivalency or variance approvals are anticipated if the final turnstile configuration modifies existing egress widths or travel paths beyond current conditions?

Answer: The intent is for this project to meet all code requirements. If design options require a variance there is little chance one would be approved provided there is another design option available.

Project: VACO Building Security Turnstiles

32. Question: Is there an anticipated limit to the number of design review cycles included within the contract scope before redesign would be considered a change?

Answer: Per the Statement of Work, the design submittal process shall be as follows:

a) Concept Design

b) 100% Shop Drawing Design Submission

c) Issued for Construction (IFC) Submission

The concept design submittal should provide up to 4 options as necessary with the 100% Shop Drawing Design Submission fully finalizing the approved concept design.

The Issued for Construction (IFC) submission will require the licensed architect stamp.

The process would be applicable to any awarded CLIN if timing does not allow for consolidation.

33. Question: Can the Government confirm whether as built drawings in both PDF and CAD exist for slab construction, embedded utilities, or post tension elements at both lobby locations to support core drilling coordination and design efforts?

Answer: The only CAD files that exist are floorplans which do not list any of the scenarios listed above.

34. Question: If undocumented subsurface conditions are encountered during approved core drilling, will remediation and rerouting be handled via contract modification?

Answer: This scenario falls under contract clause 52.236-2: Differing Site Conditions and any undocumented subsurface conditions affecting progress of the project shall be handled per the clause.

35. Question: Can the Government confirm whether existing power capacity at the identified emergency circuits has been verified as sufficient for the additional turnstile and Lenel loads?

Answer: All associated panels were provided for inspection during the walk through. It is the responsibility of the contractor to determine power capacity.

36. Question: Can the Government clarify whether the prime contractor is responsible for full Lenel OnGuard programming and commissioning or only for physical installation with final programming by a VA or GSA retained integrator?

Answer: These card readers will integrate into an existing VA system as noted in the scope of work. Thus, programming will be by the VA.

37. Question: With regard to the access control configuration, please confirm whether the contractor’s scope is to provide full access control infrastructure including the equipment cabinets, access control processing equipment, power supplies, cabling, and readers for each barrier lane, and to complete local system bring up and testing, after which the VA security team will download and apply the required operating parameters to the system CPU. Please confirm if this is the intended approach for this project.

Answer: Yes, downloading and applying the required operating parameters requires network access. It will be performed by VA employees into the existing system.

Project: VACO Building Security Turnstiles

38. Question: Please confirm whether the listed Lenel hardware quantities represent a maximum allowance or a prescriptive minimum that must be included regardless of final design.

Answer: It is contractor’s responsibility to determine the correct quantities based on the approved design submittal. At this time, it represents a minimum allowance.

39. Question: Please confirm the preferred part number of the readers for this application to tie into the new access control equipment that is completely compatible and has the same part numbers as your existing platform.

Answer: as noted in the SOW, HID 921PHRNEK0032W

Answer: The contractor is responsible for fire alarm interface work.

41. Question: With the turnstile lanes, please confirm the Government’s preference for the clear door barrier configuration. These systems are typically available as a waist high clear barrier or as an approximately six-foot-high clear barrier constructed of glass or plastic with quick opening capability. Please indicate which barrier height is preferred for this project.

Answer: A clear door barrier configuration is required with waist high barriers.

42. Question: The high-speed access control turnstiles can have an entry only reader with free egress, or an exit reader required for egress and, if not presented, still allows for exit but initiates a violation notification. With your facility having quite a few non-credentialed individuals, are you planning to have free egress for all or just a few or will egress be supervised with a required exit card reader.

Answer: Provide card readers on each side of the turnstile (entrance and exit). This allows for both scenarios. VA Security to determine how it will be utilized during the design phase.

43. Question: Can the Government confirm whether partial lane shutdowns during business hours are acceptable provided minimum egress is maintained, or if all lane outages must occur outside business hours?

Answer: For the Vermont lobby, a partial lane shutdown can be accommodated. For I street there is only one lane, so most of this work will need to be performed outside of business hours.

44. Question: Please clarify whether the Government will provide temporary security staffing or access control measures during phased installation, or if this is to be included in the contractor’s scope.

Project: VACO Building Security Turnstiles

46. Question: Are there any blackout dates, high profile events, or security driven restrictions that would prohibit after hours or weekend work beyond what is stated?

Answer: High profile events are a regular occurrence at 810 Vermont. But rarely, if ever, does it occur outside of business hours. Access through the Vermont lobby during business hours supports these events.

47. Question: If Optional CLIN 1001 is exercised, can the Government confirm whether storefront door work may proceed concurrently with turnstile installation or must be sequenced after turnstile acceptance?

Answer: Either is acceptable when properly presented by the contractor with reasoning.

48. Question: Please clarify whether existing revolving door removal includes off-site disposal or if any components must be retained or stored by the Government.

Answer: The revolving door is not original to the building, as such no components of the door will be retained by the VA.

49. Question: For Optional CLINs 2001 and 3001, can the Government confirm whether rug design and material selection require separate GSA aesthetic approval beyond COR acceptance?

Answer: Not a separate GSA acceptance, if optional CLINs are awarded, rug design and material selection will be reviewed/approved among all stakeholders.

50. Question: Can the Government confirm whether the 225-calendar day performance period includes design, Government review durations for submittals and testing or if those durations are non-compensable delays?

Answer: The 225 Calendar Day Period of Performance includes design submittals, Government review durations, testing, and final acceptance of the project and are compensable within the PoP.

51. Question: Please clarify whether substantial completion can be achieved on a location-by-location basis or only after both lobbies are fully operational.

Answer: Substantial completion at the Vermont Ave lobby can be separate from substantial completion at the I Street lobby. However, the VA requests both lobby locations be constructed at the same time. If not possible, the Vermont Ave lobby shall be completed first followed by the I Street lobby.

52. Question: What constitutes final acceptance for this project, full system operational status, training completion, or formal Government documentation sign off?

Project: VACO Building Security Turnstiles

Answer: Final acceptance will be formal Government documentation sign off leading to project closeout. However, beneficial occupancy/use of the turnstiles, etc. will be determined by the COR and shall occur after all training is completed but can occur prior to the punch list and other closeout documentation being completed. The intent is to have the turnstiles fully functional and necessary staff trained.

53. Question: Can the Government confirm the format and depth of as built documentation expected at closeout, particularly for security and life safety systems?
