About this opportunity
The Department of Veterans Affairs Strategic Acquisition Center Frederick is conducting market research for janitorial services at the Doris Miller VA Medical Center in Waco, Texas. The pre-solicitation notice seeks to identify potential contractors capable of providing comprehensive cleaning services for approximately 14,000 square feet across two floors of Building 92. Interested parties must respond by May 23, 2025, at 4:00 PM EST, submitting a two-page response to specified email addresses that includes corporate details, socio-economic status, DUNS number, and a brief capability statement highlighting similar work performed in the past two years. Respondents must be registered in the System for Award Management (SAM) and have an active Veteran Small Business Certification. The evaluation will focus on contractors' ability to meet the draft Performance Work Statement requirements, including daily and periodic janitorial services, cleaning various facility areas, and maintaining specific cleanliness standards.
The contract is specifically set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 561720 with a size standard of $22 million. The contract structure includes one 12-month base period with four 12-month option periods, totaling a potential five-year service agreement. Contractors must provide an on-site supervisor with at least three years of commercial cleaning experience and ensure all personnel undergo background investigations and obtain VA-issued Personal Identification Verification (PIV) credentials. The performance requirements include maintaining daily cleanliness, performing annual carpet shampooing, bi-annual floor stripping and refinishing, and responding to emergency cleaning needs within one hour of notification. While no specific award value is mentioned, the comprehensive service requirements and extended contract period suggest a significant opportunity for qualified SDVOSB contractors in the janitorial services sector.
