The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 22 seeks shuttle and valet services for the Tibor Rubin VA Medical Center in Long Beach, California, with quotation responses due July 21, 2026 at 10:00 AM Pacific Time. The procurement is a 100% Service-Disabled Veteran-Owned Small Business set-aside, limiting competition to certified SDVOSBs.
Place of performance is Long Beach, California (5901 East 7th Street, Long Beach, CA 90822). The contract is firm fixed-price with a base period of 12 months and four 12-month option periods, estimated performance from October 1, 2026 through September 30, 2031.
The Statement of Work requires shuttle services using two 20-passenger ADA-compliant buses with two Class B CDL drivers operating Monday through Friday from 6:00 AM to 6:00 PM, plus three 6–8 passenger electric carts or golf carts with two California Class C drivers and a dispatcher operating 24 hours daily, seven days per week. Valet parking services must operate Monday through Friday from 6:00 AM to 12:30 AM with vehicles parked and retrieved within seven minutes. The contractor must provide approximately 2,639 vehicles monthly for valet services and maintain an average of 3,648 shuttle pickups and 3,908 cart pickups monthly.
Additional requirements include vehicle maintenance, inspections, fuel, licensing, uniforms, two-way radios, cell phone, signage, background investigations for all personnel, and general liability insurance of at least $200,000 per person and $500,000 per occurrence for bodily injury. All contractor personnel require VA identification badges and special investigative clearance at the SAC level. The contractor must comply with Service Contract Labor Standards wage determination 2015-5613 Rev. 32 and VAAR 852.219-75 subcontracting limitations, which cap subcontracting payments to non-SDVOSB/VOSB firms at 50% of government-paid amounts.
Evaluation uses three factors: Technical (Management Plan addressing staffing, vehicle management, and operational procedures), Past Performance (contractor performance record and successful delivery of comparable services within five years), and Price (all line-item costs including options). NAICS code is 485991, Special Needs Transportation; PSC is V999. Prior contracts were 36C26226C0147 and 36C26223D0013.
