About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 22 is soliciting shuttle and valet services at the VA Long Beach Healthcare System, with quotations due July 14 and questions due June 29. The procurement is set aside 100 percent for Service-Disabled Veteran-Owned Small Businesses (SDVOSB).
Place of performance is Long Beach, California. The contractor must provide continuous shuttle services using two 20-passenger ADA-compliant buses with Class B CDL drivers operating Monday through Friday, 6 a.m. to 6 p.m., and three electric vehicles or golf carts with California Class C drivers operating 24 hours daily, seven days a week, 52 weeks annually (excluding federal holidays for buses and including federal holidays for carts). Valet parking services operate Monday through Friday, 6 a.m. to 12:30 a.m., with no vehicle waiting more than seven minutes for parking or retrieval. The contractor bears responsibility for all labor, vehicles, maintenance, fuel, licensing, drivers' qualifications, uniforms, vehicle inspections, insurance, and compliance with background investigation requirements. All contractor personnel must undergo Special Agreement Checks (SAC) background investigations. The contract is firm fixed-price for a base year plus four one-year options, with performance spanning October 1, 2026 through September 30, 2031. The NAICS code is 485991, Special Needs Transportation; PSC code is V999. Under VAAR 852.219-75, the prime contractor must perform at least 50 percent of the work in-house and cannot pay more than 50 percent of the government-paid amount to non-certified SDVOSB/VOSB subcontractors. Evaluation criteria are technical capability (management plan addressing staffing, vehicle management, and operational procedures), past performance (assessed through contractor knowledge, customer surveys, CPARS records, or other reasonable sources), and price. The Government reserves the right to award to the quotation providing the best overall benefit rather than the lowest price.
