About this opportunity

The Department of Veterans Affairs Veterans Health Administration, specifically the Veterans Integrated Service Network 15, is seeking a vendor to provide lodging services for veterans at the John Cochran Division medical facility in St. Louis. The pre-solicitation notice indicates a requirement for a vendor to directly manage hotel/motel room reservations, provide fully furnished accommodations, and offer additional services including breakfast and shuttle transportation to the VA facility. Critically, the vendor must have on-site support personnel capable of personally interacting with veterans and promptly resolving any issues that arise during their stay. The VA emphasizes they are not interested in booking services or pass-through vendors, but rather a direct lodging provider. The solicitation (36C25525Q0116) will be released on February 20, 2025, with responses due by March 3, 2025, and contract specialist Laura Ferguson will manage the procurement process.

The contract will be structured as a Firm Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) with five ordering periods, classified under NAICS code 721110 for Hotels and Motels with a size standard of $40.0 million. No specific small business set-aside has been designated, though small business concerns are welcome to submit proposals provided they can meet subcontracting limitations and offer fair and reasonable pricing. While specific award value details are not explicitly stated in the pre-solicitation notice, the comprehensive service requirements suggest a potentially significant contract opportunity for hospitality vendors with experience in veterans' service accommodations. The contract's multi-period structure implies a potential long-term engagement for the selected vendor, who must demonstrate capability to consistently meet the VA's stringent service standards and veteran-centric approach.
