About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 10 seeks non-emergency medical transportation services for Aleda E. Lutz VA Medical Center, with proposals due September 10, 2026. This procurement is set aside 100 percent for Veteran-Owned Small Businesses and is competed under FAR 12 Simplified Acquisition Procedures.
Place of performance encompasses Michigan, Ohio, and Indiana, including the primary medical center in Saginaw, 11 community-based outpatient clinics, other VISN 10 facilities, and veteran residences. The contract ceiling is $8,999,999 with a minimum trip guarantee of 2,500 trips during the base period (February 1, 2027 through January 31, 2028), with four optional one-year ordering periods extending through January 31, 2032. The contractor must provide 24/7 wheelchair and ambulatory transportation services with capacity for up to 15 simultaneous requests, response times of 60 minutes for add-on requests originating at Saginaw VAMC and 30 minutes for other pickups, and on-time performance within 15 minutes of scheduled pickup times.
Contractor personnel must include properly certified Emergency Medical Technicians and Critical Care Transport Paramedics with state certifications, valid driver's licenses, background investigations, and tuberculosis testing. All vehicles require GPS units with real-time tracking, WC19-compliant wheelchairs, and mandatory integration with VetRide transportation software for orders and invoicing. The contractor must comply with Service Contract Act prevailing wage rates applicable to Saginaw County and surrounding Michigan, Ohio, and Indiana counties; HIPAA and bloodborne pathogen standards; commercial liability and workers' compensation insurance; and a 97 percent on-time performance standard and 95 percent invoice accuracy standard.
For VOSB prime contractors on services contracts, FAR/VAAR subcontracting limitations apply: the prime may not pay more than 50 percent of the government contract amount to non-certified VOSB firms. Pricing is structured by service type (ambulatory base rate, non-ambulatory base rate, lay-flat patient base rate, mileage rates, and wait time in 15-minute increments). The incumbent contractor is Holt Transport Services LLC under contract 36C25025D0077. Contracting Officer Robert J.
