About this opportunity
The Department of Veterans Affairs Veterans Health Administration (VA VHA) Veterans Integrated Service Network 21 is seeking ground ambulance services for multiple California counties including Placer, Sacramento, San Joaquin, Yolo, Stanislaus, and Shasta Counties. The Request for Quote (RFQ) requires contractors to provide urgent and non-urgent stretcher transports with capabilities ranging from Basic Life Support (BLS) to Critical Care Transport (CCT). Contractors must meet specific performance standards outlined in the Quality Assurance Surveillance Plan, which will evaluate their performance using a rating scale from exceptional to unsatisfactory. Questions regarding the RFQ are due by December 4, 2024, at 12:00 pm PST, with quotes to be submitted via email to joshua.barrios@va.gov by the final due date of December 13, 2024. The evaluation will consider price and other factors to determine the most advantageous offer to the government.
The solicitation is an unrestricted contract with potential set-asides for small businesses, HUBZone, service-disabled veteran-owned, and women-owned small businesses. The contract will be a Single Award Firm Fixed Price Indefinite Delivery Indefinite Quantity (FFP-IDIQ) with a period of performance from January 31, 2025, to January 30, 2030. The guaranteed minimum award is $2,500, with a maximum aggregate value of $5,000,000, and an estimated annual volume of 267 transports across the specified counties. Contractors may use subcontractors to meet requirements in counties where they cannot provide direct service, and the contract includes prevailing wage requirements under the Service Contract Act. The place of performance is in California, specifically covering VA medical centers and community-based outpatient clinics in the identified counties.
