About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 22, is procuring non-emergency ground ambulance transportation services including Basic Life Support (BLS), Advanced Life Support (ALS), Specialty Care Transport (SCT), and Critical Care Transport (CCT) capabilities for the Southern Arizona VA Healthcare System and its affiliated Community-Based Outpatient Clinics. The contractor must provide all vehicles, personnel, management, supplies, equipment, and necessary reporting to support 24/7 ambulance services, including weekends and holidays, and must maintain an Arizona State Certificate of Necessity (CON 120). Key requirements include maintaining qualified EMTs and paramedics, meeting specific personnel licensing standards, complying with healthcare and transportation regulations, and utilizing the VetRide Vendor Portal for trip requests and invoicing. The solicitation includes eight clarifying amendments addressing vendor questions regarding acceptable bids without full Critical Care Transport capabilities, subcontracting permissions, EMT training standards, and service limitations. The deadline for proposal submission is December 19, 2025, with an effective amendment date of December 17, 2025.
This solicitation carries no set-aside designation and represents a total estimated contract value of $22.5 million. The contract period runs from February 1, 2026, through September 30, 2030, with four additional one-year option periods available, establishing a potential performance timeline of up to nine years. The services will be provided throughout Cochise, Pima, and Yuma counties in Arizona, covering seven Community-Based Outpatient Clinics with primary performance in Tucson, Arizona 85723. The NAICS classification is 621910 (Ambulance Services) with PSC category V225 (Transportation/Travel/Relocation - Ambulance). No current incumbent contractor is identified in the available solicitation documents, presenting an opportunity for new vendors to compete for this substantial multi-year federal contract.
