About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a non-emergent transportation services contract issued by the Department of Veterans Affairs (VA) New Mexico Health Care System. The amendment provides answers to eight vendor questions covering critical details such as bid acceptance without critical care transport (CCT) capabilities, subcontracting allowances, training requirements for Emergency Medical Technicians (EMTs), driver's license file updates, and patient luggage transportation limitations.
Key clarifications include that bids from vendors without CCT are acceptable if they clearly outline current service capabilities, subcontractors are permitted if they meet VA standards, and the contract specifically covers non-emergent transportation services excluding any 911 emergency calls. The VA requires strict adherence to their EMT training and certification standards, even if they exceed state-level requirements. The solicitation number is 36C26226Q0122, with an effective date of 12-17-2025, and is administered by the VA Network Contracting Office in Albuquerque, New Mexico.

CON120 36C26226Q0122 QUESTIONS
Question 1: Would a bid from a vendor without critical care transport (CCT) be considered?
Answer 1: Bids from vendors that do not currently possess CCT capabilities will be considered. However, it is essential for your bid to clearly outline your current service capabilities and how you plan to meet all contract requirements. If your bid does not include CCT, you should specify this and detail the services you can provide.
Question 2: Please verify this is NON-EMERGENT and any trips where the VA calls 911 are not included in this contract?
Answer 2: This requirement pertains to non-emergent transportation services. Any trips that involve the VA calling 911 for emergency services are not included in this contract. Emergency response and 911 calls fall outside the scope of this agreement and are managed separately.
Question 3: Is the VA allowing subcontracting by the awarded vendor?
Answer 3: Yes, the VA does allow subcontracting by the awarded vendor. However, it is essential that all subcontractors comply with the same standards and regulations set forth in the contract. The primary contractor is responsible for ensuring that all subcontractors are in full compliance with VA’s requirements and maintain high standards of service.
Question 4: Arizona has controlled rates and is just now beginning to add CCT rates. If we add CCT rates during the term of the contract, can we amend the SOW to accommodate it at that time?
Answer 4: If Arizona introduces controlled CCT rates during the contract period, you may request an amendment to the Statement of Work (SOW) to accommodate these new rates. Such amendments will be subject to the VA's review and approval process.
Question 5: 4.4.7.5 - Arizona does not require in-hospital training for EMT certification training. Is this acceptable?
Answer 5: The VA adheres to both federal standards and additional VA-specific requirements for EMT certifications. While Arizona may not require in-hospital training for EMT certification, the VA requires all contractors to ensure their EMTs meet the necessary qualifications and training standards to provide high-quality care as stipulated in the contract.
It would be best to review the contract's specific requirements regarding EMT training and certification to ensure full compliance. If the contract specifies certain training or certification standards that go beyond state requirements, those must be met by all EMT personnel employed under the contract.
Question 6: 4.3.1.3 – Is it acceptable to update the driver’s license files annually?
Answer 6: Yes, it is acceptable to update the driver’s license files annually, provided that any changes or expirations are promptly addressed to ensure all drivers maintain valid and current licenses throughout the contract period. If there are specific requirements outlined in the contract regarding the frequency of updates or any additional compliance measures, please ensure those are also followed.
Question 7: 4.2 – Is it acceptable to limit the patient luggage subject to space available and safety considerations?
Answer 7: Yes, it is acceptable to limit patient luggage based on space availability and safety considerations. The primary concern should always be the safety and comfort of the patient during transport. Therefore, ensuring that luggage does not impede safe operations or compromise the patient's well-being is essential.
It is important to clearly communicate these limitations to patients and include guidelines in your Standard Operating Procedures (SOPs) to ensure consistency and transparency. Furthermore, any such limitations should comply with the requirements outlined in the contract and be approved by the VA.
Question 8: 4.5.1.9 – Which specific items does “With the exceptions found below” refer to?
Answer 8: The phrase "with the exceptions found below" refers to specific circumstances that modify the requirement for the contractor to arrive on time for all orders scheduled in advance. These exceptions are detailed in the subsequent sections 4.5.1.9.2 to 4.5.1.9.4.
