About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 2 is soliciting proposals for non-emergency ambulance transportation services through RFQ 36C24226Q0017. The procurement covers non-emergency Advanced Life Support (ALS) and Basic Life Support (BLS) ambulance transportation, along with stretcher transports and Critical Care Transport (CCT) services for veterans. Key requirements include 24/7 service availability including federal holidays, capability to handle up to four simultaneous transportation requests, strict response times of 15 minutes for scheduled transports and 30-60 minutes for urgent transports, and compliance with COVID-19 protocols and HIPAA requirements. The evaluation criteria focus on technical capability, past performance, and pricing. The response deadline is September 24, 2025, with an estimated monthly volume of 2-3 ALS and 58-60 BLS one-way trips.

This solicitation is designated as a small business set-aside, specifically noted as Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, and there is a current incumbent provider in place. The contract has an estimated total value of $22.5 million and spans from the date of award through September 30, 2030, structured with a base period and four option years. Services will primarily serve veterans in Nassau and Suffolk Counties, with the broader geographic scope covering New York, New Jersey, Pennsylvania, and Connecticut. Contractors must utilize the VA's VetRide transportation software for invoicing and operations, maintain proper vehicle and medical equipment certifications, and provide qualified personnel meeting rigorous security and medical liability insurance requirements. The procurement allows for subcontractor use during surge capacity situations when demand cannot be met by the primary contractor.
