This is not a solicitation but market research to determine procurement strategy (set-aside, sole source, or unrestricted) for a future formal solicitation the VA intends to post soon. The VA is particularly interested in identifying small businesses capable of providing these services.
Place of performance is the Central Texas Veterans Health Care System (CTVHCS) catchment area, primarily at 1901 Veterans Memorial Drive, Temple, Texas, spanning a 19-county service area serving approximately 252,000 veterans.
Services must include 24/7 ground ambulance transportation on an as-needed basis, with an estimated 4,692 patient trips annually. The contractor must furnish all vehicles, equipment, personnel, supplies, and uniforms; maintain capacity for up to four simultaneous transports with one potentially requiring CCT Tier III capability; and achieve 97% on-time arrival (no more than 15 minutes late for scheduled orders), 30-minute response time for emergent VA-originating transports, and 60-minute response time for add-on requests from CTVHCS. Contractor personnel must be certified EMTs and paramedics meeting federal, state, and local requirements, subject to background investigations, TB testing, and security clearances. All work must utilize the VetRide Vendor Portal or VA-approved transportation software.
Respondents must register in SAM, provide NAICS code 621910, disclose business size and type (SDVOSB, VOSB, 8(a), HUBZone, WOSB, etc.), report current fleet size, and provide estimated market research pricing if known.
