The notice is market research to establish available sources and determine procurement strategy (set-aside, sole source, or unrestricted) for a future formal solicitation. Responses are due by June 4, 2026, at 15:00 Central Time and should be sent to Contract Specialist Erika N. Taylor (Erika.Taylor@va.gov) and Contracting Officer Astrid McKinney (Astrid.McKinney@va.gov). The service requirement includes all emergent and non-emergent ALS, BLS, and CCT Tier 1, 2, and 3 ambulance services on an as-needed basis, with an estimated 4,692 patient trips annually.
Respondents must provide detailed business information including SAM registration status, NAICS code (621910), business size classification (Small or Large), business type (SDVOSB, VOSB, 8(a), HUBZone, WOSB, etc.), and current fleet size. The VA is particularly interested in identifying small businesses capable of providing these services. Vendors should disclose past performance in patient transport services within the past five years, including contract numbers and capabilities (ALS, BLS, CCT). Estimated market research pricing is requested but not mandatory. Responses should address the contractor's ability to cover the entire catchment area, acquire additional vehicles if needed, and specify subcontracting plans, noting that 1099 employees are considered subcontractors for FAR 52.219-14 compliance evaluation. The place of performance is located at 1901 Veterans Memorial Drive, Temple, Texas 76504-7445.
