About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 5 has published a Special Notice announcing its intent to award a sole source contract for ambulance services. The Huntington WV VA Medical Center (HWW VAMC) plans to award a 4-month firm-fixed-price contract to Jan-Care Ambulance of North Central W.VA., Inc. for continued ambulance transportation services. This notice explicitly states it is not a request for competitive proposals or quotations, but rather a formal notification of the agency's intent to proceed with sole source procurement. The contract will cover Basic Life Support (BLS), Advanced Life Support (ALS), Specialty Care Transport (SCT), and Critical Care Transport (CCT) services for the HWW VAMC, its Community-Based Outpatient Clinics, and affiliated healthcare clinics. The acquisition is being conducted under Federal Acquisition Regulation (FAR) 6.302-1, which permits contracting without full and open competition when only one responsible source exists.
The primary purpose of this 4-month sole source contract is to provide continuity of critical emergency medical and patient transportation services while allowing both the contractor and government time to prepare for a future competitive solicitation for a long-term, five-year IDIQ contract. Jan-Care Ambulance is identified as the only responsible source capable of maintaining seamless service delivery in the short term, given their existing operations and established team at the facility. Interested parties have until August 29, 2025, at 12:00 PM Eastern Time to submit their capability statements to Contracting Officer Mark Smith at mark.smith25@va.gov, though this is for informational purposes only as no competitive process is currently underway. The contractor must provide all vehicles, personnel, management, supplies, equipment, and necessary reporting to fulfill the ambulance service requirements. While this current procurement is sole source, the notice indicates that a competitive opportunity for long-term services will be available in the future, potentially opening the market to other qualified ambulance service providers.

The Hershel Williams Williams VA Medical Center (hereafter HWW VAMC), its associated Community-Based Outpatient Clinics (CBOCs), and affiliated healthcare clinics require contracted ambulance transportation services. The contractor shall provide all vehicles, personnel, management, supplies, equipment, and necessary reporting for the provision of Basic Life Support (BLS), Advanced Life Support (ALS), Specialty Care Transport (SCT) or Critical Care Transport (CCT) services.
