About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 12, has cancelled its solicitation (36C25226Q0366) for a 5-year Indefinite Quantity Contract for non-emergency medical transportation services at the William S. Middleton VA Hospital in Madison, Wisconsin and affiliated clinics, effective August 10, 2026. No further quotations will be accepted; the requirement may be resolicited under a new solicitation number after the Government completes additional market research and acquisition strategy reevaluation.
The original solicitation, issued May 6, 2026, sought 24/7 wheelchair van, sedan, and stretcher van transportation services across a service area extending up to 200 miles from Madison, including multiple VA clinics in Wisconsin, Illinois, and Michigan. The procurement was a 100% small business set-aside (IQC) with a five-year performance period July 1, 2026 through June 30, 2031, divided into five one-year priced periods. The minimum guarantee was $250,000 and the maximum ceiling was $9 million for the entire period; the Government would pay only for services actually ordered and rendered. Estimated annual quantities included 2,100 ambulatory sedan base-fare trips, 900 wheelchair van base-fare trips, 167,025 miles for ambulatory sedans (trips exceeding 30 miles), 71,500 miles for wheelchair vans (exceeding 30 miles), 2,750 miles for stretcher vans, and 125 wait time units. Place of performance encompassed the William S. Middleton VA Hospital and affiliated community-based outpatient clinics. The NAICS code was 485991, Special Needs Transportation; PSC was V212, Motor Passenger Transportation. Contractors were required to comply with Service Contract Act prevailing wage determinations for applicable Wisconsin and Illinois counties, maintain $500,000 general liability and $200,000/$500,000 auto liability insurance, conduct DOT drug testing, maintain GPS tracking, ensure drivers met strict qualifications including three years licensed driving experience and fewer than five license points, complete mandatory training in first aid and defensive driving, and undergo Security Awareness and Compliance background investigations. Evaluation factors—Company Experience, Past Performance, Management Plan, Quality Control Plan, and Price—were equally weighted. The solicitation underwent seven amendments extending the closing date from June 8 to August 10, 2026, primarily to allow Government review of a pending pre-award protest. Amendment 0001 incorporated FAR clause 52.222-90 (DEI Discrimination prohibition).
