About this opportunity

The Department of Veterans Affairs Veterans Health Administration is soliciting proposals for wheelchair van transportation services to support the Corporal Michael J. Crescenz VA Medical Center in Philadelphia. The contract requires a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) structure providing non-emergent wheelchair transportation for veterans with physical or mental disabilities across a nine-county tri-state service area encompassing Pennsylvania, New Jersey, and Delaware. Services must be available 24/7, including federal holidays, with the capacity to support up to 21 simultaneous wheelchair van trips. Evaluation will be based on past performance, including quality of services, timeliness of performance, and business relations, using a comprehensive questionnaire that assesses contractor strengths and weaknesses. The proposal submission deadline is December 12, 2025, at 10:00 AM EST, with questions regarding the solicitation due by the same date and time. The anticipated contract award date is January 1, 2026, and all relevant amendments and Q&A documents must be referenced by responding parties.

This procurement is designated as a total set-aside for certified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), with subcontracting limitations requiring SDVOSB contractors not to pay more than 50% of the government contract amount to non-certified firms. The anticipated contract value ranges from a $5,000 minimum to a $30,000,000 maximum over the five-year period. Pricing is structured across five contract line items based on per-trip rates, per-mile charges, 15-minute wait-time increments, cancellation fees, and an all-inclusive rate for longer 75- to 100-mile trips, with estimated annual volumes including approximately 139,927 base trips, 215,456 additional miles, 5,951 wait time increments, and 2,400 long-distance trips. The contract will operate from January 1, 2026, through December 31, 2030, with place of performance centered at the Philadelphia VAMC. Contractors must comply with Service Contract Act wage determinations applicable to the tri-state service area and maintain Business Associate Agreement compliance for handling Protected Health Information in accordance with HIPAA and HITECH Act regulations.
