Questions and Answers

Q&A 1

1. CLIN and Pricing: Please provide the full definition of CLINs 0001–0005; to including units of measure (e.g., per loaded mile, base fare, wait time) and any estimated quantities or historical data for the five-year period to enable accurate fixed pricing.

Each CLIN has a description, estimated 5-year quantity. We are asking you to price the Base with specified mileage and wait time included. Please review the Price Schedule attached to the solicitation.

1. PWS Details: Can the complete PWS by providing or clarifying the following pertinent information: (a) required vehicle features (e.g., number of wheelchair positions, oxygen tan holder size); (b) service hours (e.g., 24/7, weekdays only, 5AM-8PM, Federal Holiday closure); (c) maximum response time (60min), 15 wait times, veteran attendant cost; (d) handling of no-shows, cancellations, or multi-passenger trips threshold; and (e) key performance indicators (e.g., 95% on-time rate; QCP)?

Please review the PWS attached to the solicitation.

1. Volume Projections: What are the estimated annual trip volumes, the average distances, and peak demand periods? This would allow for route-efficient planning, such as clustering trips in Philadelphia/Delaware counties. There’s no mention of VetRide and Vendor Pass Third Party Portal for scheduling, what is the procedure for scheduling?

Please review the PWS attached to the solicitation.

1. Geographic Scope: Are services limited to the listed counties, or could they extend to adjacent areas? Please confirm pickup/drop-off points (e.g., only CMCVAMC or are there satellite clinics).

Please review the PWS attached to the solicitation.

1. Staffing/Wages: Which WD occupations apply to NEMT drivers and dispatchers?

Please review the WDs attached to the solicitation.

1. Insurance Requirements: What are the minimum liability limits (e.g., $1M per occurrence/$5M aggregate) and are there any VA-specific endorsements required? This ensures alignment with our high-liability NEMT policies.

Please review the VAAR 852.211-76 LIQUIDATED DAMAGES - REIMBURSEMENT FOR DATA BREACH COSTS (FEB 2023) attached to the solicitation.

1. Subcontracting: How will compliance with the 50% self-performance rule be monitored (e.g., quarterly reports)? Can "similarly situated" SDVOSB subcontractors count toward the limit?

Please review the VAAR 852.219-75 VA NOTICE OF LIMITATIONS ON SUBCONTRACTING—CERTIFICATE OF COMPLIANCE FOR SERVICES AND CONSTRUCTION (JAN 2023) (DEVIATION) attached to the solicitation.

1. PHI/Security: What specific training or tools are required for PHI handling? What is your timeline for reporting security incidents under the BAA?

Please review the attached to the solicitation and attachments.

1. Evaluation: What are the evaluation criteria and weightings (e.g., price vs. past performance)? Is a technical proposal required, including route optimization plans?

Please review the attached to the solicitation and attachments.

1. Mobilization: Is there a phase-in period (e.g., 30 days) for fleet acquisition and staff onboarding post-award? Is there an incumbent needing to transition out.

The VA can accommodate an extra 30 days transition period. Please request it in your RFP if required.

1. How many ADA vans are required?

Please review the PWS attached to the solicitation.

1. How many miles on average per day per vehicle?

Please review the PWS attached to the solicitation.

1. (S0209) LOADED MILAGE EXCEEDING BASE Starting at mile 21 Question: We were uncertain how to answer this?

How much will you charge per mile. The Base CLIN has 0-20 miles. If you go past 20 miles, this is a per mile charge starting at mile 21.

1. VA WHEELCHAIR TRANSPORT Base UP TO 20 MILES - Includes 20 loaded miles and first 30 min Wait.

Q: In this price example; if we charge $70.00 for passenger pickup & $3.00 per mile with $1.00 wait time =$160.00.

Short answer is, yes. This will look how you wish. This award is based on competition. Using your example, I have seen this priced as:

· $70 with $0 charges for the initial 20 loaded miles or initial 30 min wait.

· $70 with the initial 20 loaded miles and $0 wait time. 20 is the max loaded mileage.

· $70 with the initial 20 loaded miles and wait time.

· Mileage may be priced as a portion depending on pricing average. Some may choose to price 20 miles or average at 10.

· The Wait Time can be viewed the same way.

This is priced as your business wants to price for this competition.

1. Wheelchair Transport All Inclusive Distance 75-100 miles (Includes base, all loaded miles, and wait) Question: In this price example; let’s say it’s $100.00 passenger pickup with $3.00 per mile (100 miles) =$400.00 with $1.00 wait time per minute. Again, we were uncertain how to insert properly Understand that this would be an All Inclusive CLIN. Some trips will be closer to 75 while others closer to 100. This answer is similar to #14 examples. This will look as your business wants to price for this competition.
