About this opportunity
NAVSUP Fleet Logistics Center Yokosuka sought repair and maintenance services for USS SHOUP (DDG-86) under a firm fixed price contract with proposals originally due September 10, 2026, but this solicitation has been cancelled in its entirety as of October 5, 2026. Only firms holding an active Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) with the U.S. Navy were eligible; non-MARAV holders were ineligible for award.
Place of performance was Yokosuka Naval Base, Kanagawa, Japan. The period of performance ran from March 22, 2027 through November 1, 2027 (later shown in amendments as October 5, 2027). The work encompassed 105 task group items across two contract line items: CLIN 0001 for primary repair and maintenance work, and CLIN 0002 as a growth CLIN with 9.42% growth capacity. Work included fuel and waste tank cleaning and preservation, structural repairs, gas turbine module intake and exhaust maintenance, deck covering replacement, nonskid installation, piping system chemical cleaning, and operational testing of ship systems. Pricing was to be submitted in Japanese Yen.
The solicitation required detailed labor hour breakdowns by category, subcontractor labor costs, material costs, other direct costs, management and staffing plans, integrated master schedules with critical path analysis, and past performance documentation. Government furnished property consisted of 486 line items of mechanical and structural materials including gaskets, fasteners, piping components, and specialty items. The NAICS code is 336611, Ship Building and Repairing. Evaluation was pass/fail technical acceptability followed by price and past performance tradeoff, with past performance weighted significantly more important than price. The Government reserved the right to award without discussions but could conduct discussions if deemed in its best interest. Three amendments issued between September 1 and October 5, 2026, addressed barge operations, extended the response deadline from September 10 to September 17, and ultimately cancelled the solicitation.

1. REQUIREMENT: NAVSUP Fleet Logistics Center Yokosuka (NAVSUP FLCY) has a new requirement in support of the USS SHOUP (DDG-86). The repair and maintenance package of work items are included as Attachment (I) Work Specification(s) for TGIs.

Therefore, any offeror intending to provide a proposal to this solicitation shall request access by sending an email to: shouko.sekido.ln@us.navy.mil, gil.lopez3.civ@us.navy.mil by 14-AUG-2026 10:00 am JST. MASTER AGREEMENT FOR THE REPAIR AND ALTERATION OF VESSELS (MARAV): In the event the successful offeror possesses a Master Agreement for Repair and Alteration of Vessels (MARAV) with the U.S. Navy in the form of either a Master Ship Repair Agreement (MSRA) or an Agreement for Boat Repair (ABR), award for this requirement will be made in the form of a firm fixed price job order under the applicable agreement and all of the terms and conditions of the offer's existing MARAV will apply.
Firms who do not possess an active U.S MSRA/ABR as a Prime Contractor are ineligible for award. Non MSRA /ABR holders may request an application for an MSRA or an ABR certification by requesting an application package from: flcy_msra_abr_group@us.navy.mil. This solicitation is intended only for sources duly authorized to operate and do business in Japan as prescribed by DFARS 252.225-7042. 1.
